The United Arab Emirates has signed four major cooperation agreements with OpenAI, the developer of ChatGPT, aiming to expand the deployment of advanced artificial intelligence applications across energy, investment, education, and government services. This step reinforces the nation's vision to accelerate digital transformation and build a knowledge-based economy.

Integrating AI into Operational Workflows within the Energy Sector

As part of advancing the energy sector, Abu Dhabi National Oil Company (ADNOC) and G42 signed an agreement with OpenAI enabling ADNOC to leverage advanced AI models in its operational, investment, and commercial activities. The initiative relies on local computing infrastructure within the UAE to ensure optimal efficiency and data security.

"Machine-Readable Government" Initiative: A World First

In collaboration with OpenAI, the Abu Dhabi Government launched a pioneering initiative titled "Machine-Readable Government," led by the Department of Government Enablement – Abu Dhabi.

The initiative aims to convert policies and regulations into AI-readable digital formats to expedite permit issuance and streamline regulatory compliance assessments, while maintaining full human oversight over final decisions. A pilot project is already underway at the Abu Dhabi Agriculture and Food Safety Authority focusing on food imports.

Investment Analysis and Risk Assessment in the Financial Sector

In the investment domain, a tripartite agreement was forged between Mubadala Investment Company, Inception42, and OpenAI. The collaboration harnesses AI’s analytical capabilities to evaluate investment opportunities, assess financial risks, and support decision-makers with precise data and actionable insights.

A 5-Year Roadmap to Empower Business and Education

The package includes a 5-year partnership between Inception42 and OpenAI to deliver integrated enterprise solutions for government entities, major corporations, and educational institutions. This collaboration combines OpenAI's software expertise with Inception42's practical deployment and advisory capabilities.

Leadership Meeting Reflects the UAE's Digital Ambitions

The announcement follows a meeting between His Highness Sheikh Khaled bin Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Chairman of the Abu Dhabi Executive Council, and Sam Altman, CEO of OpenAI.

Both leaders discussed avenues to support Abu Dhabi's ambition to become the world's first fully AI-driven government. Altman commended the UAE’s vision, noting that Abu Dhabi is setting a bold global standard for adopting modern technology in a responsible and secure manner.
