Dr. Islam Azzam, Chairman of the Financial Regulatory Authority (FRA), has issued Decision No. 2872 of 2026, mandating all regulated non-banking financial companies and entities to register for and activate the "Bareedi" registered email service. Executed in partnership with the Egyptian National Postal Organization (Egypt Post), the directive aims to digitize official regulatory communications, transition away from paper-based correspondence, and establish a secure, legally binding digital communication channel.

Regulatory Mandate & Compliance Details

The new decision outlines specific operational, legal, and timeline parameters for integrating the Bareedi system into the sector's regulatory framework:

Scope of Application: The mandate strictly applies to juridical entities (companies and institutions) licensed to operate in the non-banking financial sector. It explicitly excludes natural persons (individuals) under FRA supervision.

Mandatory vs. Optional Usage: Registering to receive official FRA correspondence, notices, and declarations via Bareedi is mandatory and provided free of charge. Conversely, utilizing the service to send communications back to the FRA remains optional and is subject to the standard rules and fees set by Egypt Post.

Legal Validity: The Bareedi account is now legally recognized as a company's official digital address. All system-generated electronic records—confirming transmission, successful receipt, or failure of delivery—hold official evidentiary weight for regulatory and legal purposes.

Compliance Deadline: Regulated entities are granted a maximum grace period of three months from the decision's publication date in the Egyptian Gazette (Al-Waqa'i' al-Misriyya) to complete registration, activate their accounts, and ensure continuous operational validity.

Registration Protocol: Companies are required to designate a primary administrator and authorized personnel to manage the inbox. The onboarding process involves submitting necessary legal and contact documentation, verifying credentials, configuring user permissions, and conducting a practical system test to guarantee the successful receipt of electronic notifications.
