Eng. Osama El-Shahed, Chairman of the Giza Chamber of Commerce, stated that the launch of electronic licensing services for public shops via the "Digital Egypt" platform represents a quantum leap in the state's digital transformation journey. He emphasized that this practical step simplifies licensing procedures, provides a more efficient and transparent environment for businesses, and encourages integration into the formal economy.

El-Shahed's remarks followed his participation in a press conference organized by the Ministry of Local Development at its headquarters in the New Administrative Capital to officially announce the platform's launch. The event was attended by Dr. Manal Awad, Minister of Local Development and Environment; Eng. Raafat Hindi, Minister of Communications and Information Technology; and Mr. Ahmed El-Wakil, President of the General Federation of Egyptian Chambers of Commerce, alongside various ministry officials and private sector representatives.

Unprecedented System Features

The Chairman explained that the new digital system slashes bureaucratic red tape and introduces several unprecedented advantages:

Simplified Documentation: Applicants now only need to upload their National ID and a proof of ownership or lease contract via the "Digital Egypt" platform, eliminating the need for extensive paper documentation.

Instant Temporary Licensing: Upon completing the application steps, the system immediately issues a temporary license via a QR Code, allowing the business to operate legally while inspection procedures are finalized.

Strict Inspection Deadlines: The system mandates that relevant authorities (such as Civil Defense, the National Food Safety Authority, and the Environmental Affairs Agency) must complete inspections and respond within a maximum of three months. If no response is provided within this timeframe, approval is legally considered granted under the principle of implied consent.

Financial Incentives

To ease financial burdens and encourage rapid formalization, El-Shahed highlighted a major state-backed incentive: a 50% discount on public shop licensing fees, valid until the end of December 2026. Additionally, the system unifies the fee per square meter and activates electronic payment mechanisms.

Chamber's Support Initiatives

El-Shahed announced that the Giza Chamber of Commerce will launch extensive awareness campaigns to explain the new system's mechanisms and benefits.

Furthermore, an internal working committee has been formed to provide technical support to merchants. Starting Sunday, August 2, the Chamber will allocate dedicated staff to directly assist merchants in accessing the digital platform, completing registration steps, and seamlessly extracting their licenses electronically to ensure they benefit from the 50% discount before the deadline.

The Giza Chamber of Commerce urges all shop and commercial activity owners to consult the Citizen's Guide for Public Shop Licensing and utilize the "Digital Egypt" platform to capitalize on these new facilitations.
