Dubai Silicon Oasis and Noon Minutes Partner to Drive Logistics Innovation and Support D33 Economic Agenda
Dubai Silicon Oasis (DSO), the specialized knowledge and innovation economic zone operating under the Dubai Integrated Economic Zones Authority (DIEZ), has officially signed a strategic partnership with Noon Minutes, the quick-commerce (q-commerce) arm of Noon—the region’s leading tech-driven digital e-commerce platform. The collaboration aims to accelerate the pace of innovation, back early-stage entrepreneurship, and expand the real-world deployment of emerging technologies within the oasis.
The partnership agreement was executed by Bader Buhannad, Director General of Dubai Silicon Oasis, and Ali Kafil-Hussain, Chief Commercial Officer at Noon. The alliance reflects a unified commitment to boosting Dubai’s macroeconomic competitiveness and solidifying its status as a global epicenter for futuristic industries and technological development, directly aligning with the core mandates of the Dubai Economic Agenda (D33).
Under the new framework, both entities will explore and deploy a broad matrix of joint initiatives. These include designing dedicated regulatory sandboxes for emerging tech solutions, launching business accelerator programs, establishing knowledge-sharing platforms, and financing collaborative research and development (R&D) projects to cultivate a robust corporate ecosystem.
Last-Mile Logistics and Future Mobility Focus In its initial phases, the partnership will concentrate heavily on unlocking opportunities tailored to Noon Minutes' quick-commerce capabilities and last-mile delivery infrastructure. The framework will lay the groundwork for broader inter-agency collaboration across the entire Noon digital ecosystem, exploring automated solutions in future mobility and smart dispatch services, while creating fresh growth pipelines for startups and innovators housed within DSO.
"This partnership underscores our commitment to enabling a hyper-integrated, innovation-led business ecosystem within Dubai Silicon Oasis," stated Bader Buhannad. "We are offering founders and technology firms a highly advanced regulatory incubator to develop, test, and scale transformative applications. By combining forces with Noon, we aim to deliver distinct market opportunities for tech startups, anchoring DSO’s pivotal role as a primary engine for Dubai's knowledge economy and driving the D33 agenda forward in digital transformation and sustainable development."
Facilitating Proof of Concepts (PoCs) Ali Kafil-Hussain, CCO of Noon, commented: "While Noon Minutes serves as the foundational launching pad for this alliance, the long-term scope extends far beyond quick commerce. Across the broader Noon ecosystem, we are continuously engineering, testing, and scaling next-generation tech. Partnering with Dubai Silicon Oasis provides an elite testbed to help founders and tech visionaries transform conceptual blueprints into scalable commercial realities."
A central pillar of the partnership is facilitating live pilot deployments and Proof of Concept (PoC) initiatives inside DSO, granting tech providers a real-world sandbox to validate software and hardware efficiency. Moving forward, both teams will co-organize specialized corporate workshops, industry-specific forums, and tech accelerator modules designed to bridge the gap between early-stage startups, academic institutions, and institutional investors.
The joint roadmap directly mirrors DIEZ’s overarching corporate strategy to fast-track advanced technology adoption across its flagship free zones—including the Dubai Airport Freezone (DAFZA), Dubai Silicon Oasis (DSO), and Dubai CommerCity—ensuring the emirate sustains a diversified, knowledge-based economic profile.
