Egypt’s Telecom Minister: $3.5 Billion Spectrum Deal Is Historic and Unprecedented
Dr. Amr Talaat, Egypt’s Minister of Communications and Information Technology, affirmed that today’s spectrum deal is historic and unprecedented, citing the record value of the newly allocated frequencies, which reached USD 3.5 billion.
The minister explained that the agreement establishes a five-year roadmap for spectrum allocation, with clearly defined volumes, installment structures, and payment schedules extending through 2030. This framework enables mobile operators to develop long-term plans to expand network capacity, strengthen infrastructure, and determine investment priorities over the next five years.
Dr. Talaat stressed the critical importance of spectrum, describing it as the lifeline of the mobile telecommunications sector. He noted that increasing spectrum capacity directly enhances networks’ ability to accommodate a larger number of users and deliver services more efficiently and seamlessly.
Key Features of the Deal
The minister highlighted several unprecedented aspects of the agreement, stating:
“This is the first time that spectrum payments by mobile operators are made entirely in U.S. dollars and transferred to the state in foreign currency.”
“The spectrum is granted under a right-of-use framework, after which it reverts to the state. Mobile operators do not permanently own the spectrum; instead, it returns to the state after a defined period, allowing it to be reused.”
“Fixed pricing benchmarks have been established for each spectrum band included in the offering.”
Dr. Talaat concluded by emphasizing that Egypt’s telecommunications sector is promising, stable, and well-governed, with strong potential for long-term investments and an increasing ability to attract foreign capital.
