Egypt Tops Africa in 2025 Government AI Readiness Index by Oxford Insights

Egypt ranked first in Africa in the 2025 Government AI Readiness Index issued by Oxford Insights, climbing 14 positions globally to rank 51st out of 195 countries, with a score of 57.5 points, compared to 65th out of 188 countries and 55.6 points in 2024. Egypt also ranked third in the Arab world, up from seventh place last year.

Globally, Egypt topped the Policy Capacity pillar with a perfect score of 100 points, sharing first place with the United Kingdom, Serbia, and Australia. This pillar measures governments’ ability to design and implement effective AI policies aligned with a clear national vision, as well as the availability of resources and participation in relevant international agreements.

Egypt also ranked first in the Arab region in the Resilience pillar, which assesses a country’s capacity to manage the social, economic, and environmental challenges associated with the expansion of AI applications, including preparedness to mitigate potential risks to societal security.

Commenting on the results, Minister of Communications and Information Technology Dr. Amr Talaat said the progress reflects the success of Egypt’s efforts to deploy artificial intelligence technologies for societal benefit through a comprehensive policy framework supporting responsible and effective AI use. He highlighted the launch of the second edition of Egypt’s National AI Strategy in early 2025, which is built around six key pillars, including governance, AI application development, data availability and quality, advanced infrastructure, innovation ecosystems, and national skills development.

Talaat added that Egypt’s advancement was driven by strengthened international and regional cooperation, partnerships with global institutions and companies, expanded digital capacity-building programs, support for AI research and innovation, and Egypt’s strong performance in cybersecurity, ranking among the world’s top 12 countries with a full score in the Global Cybersecurity Index issued by the ITU.
