Egypt Tops Africa in 2025 Government AI Readiness Index, Says ICT Minister

Egypt’s Minister of Communications and Information Technology, Dr. Amr Talaat, said that Egypt’s rise to first place in Africa in the 2025 Government AI Readiness Index reflects the success of national efforts to harness artificial intelligence in serving society through a comprehensive policy framework that ensures responsible and effective use of AI technologies.

The minister highlighted the launch of the second edition of Egypt’s National Artificial Intelligence Strategy in early 2025 as a cornerstone of this progress. He explained that the strategy is built around six key pillars, including AI governance to ensure responsible use; application development to enhance service efficiency and sectoral growth; improving data availability and quality through structured data governance; providing advanced digital infrastructure to enable AI development and deployment; building an innovation-driven ecosystem by supporting local startups and expanding venture capital investments; and developing national AI skills and talent.

Dr. Talaat added that Egypt’s advancement in the index was also driven by intensified international and regional cooperation, strengthened partnerships with global institutions and technology companies, and the expansion of specialized digital capacity-building programs targeting various age groups and government employees. These efforts are complemented by AI-focused competitions, scientific research initiatives, and support for innovative ideas.

He further noted that Egypt’s strong performance in cybersecurity has played a critical role in building a secure AI ecosystem, with the country ranking among the top 12 globally after achieving a full score of 100 points in the Global Cybersecurity Index issued by the International Telecommunication Union (ITU).

The minister also pointed to notable achievements by the Applied Innovation Center, including the development of AI-powered systems for early breast cancer detection and speech-to-text solutions integrated into Egypt’s remote litigation system.

Egypt has climbed 46 positions in the Government AI Readiness Index between 2019 and 2024, rising from 111th globally in 2019 to 65th in 2024, before advancing to 51st worldwide out of 195 countries in 2025, with a score of 57.5 points. The country also ranked third in the Arab world, up from seventh place the previous year, according to the index published by Oxford Insights.
