Egypt Sets Five-Year Dollar-Based Payment Plan for New Mobile Spectrum Licenses

Egypt’s Minister of Communications and Information Technology, Dr. Amr Talaat, announced that the newly allocated mobile spectrum under the National Spectrum Strategy 2026–2030 includes a structured installment schedule for payment.

Dr. Talaat explained that mobile operators will pay for the new frequencies in installments over five years, starting in 2026 and extending through 2030, with all payments to be settled in US dollars.

He noted that the allocation of additional spectrum will enable mobile operators to deliver more efficient and higher-quality telecommunications services, significantly enhancing the capacity of Egypt’s mobile sector. The minister described the deal as historic and unprecedented, confirming that all mobile operators agreed to remit the full value of the spectrum allocation in US dollars to the state treasury.

For the first time, the new frequencies have been granted under a right-of-use system valid until 2039, rather than being sold outright, ensuring that the spectrum assets will revert to the state at the end of the license period.

Dr. Talaat added that each mobile operator holds spectrum across multiple frequency bands, and that the National Telecommunications Regulatory Authority (NTRA) conducted technical workshops with the companies to assess their spectrum requirements.

The signing ceremony of the agreement was attended by Egyptian Prime Minister Dr. Mostafa Madbouly, marking the largest spectrum deal in the history of Egypt’s telecommunications sector since the launch of mobile services.

The agreement provides mobile operators with an additional 410 MHz of spectrum, equivalent to the total spectrum allocated over the past 30 years. The deal is valued at approximately USD 3.5 billion, representing more than one-third of total investments attracted by the telecommunications sector over three decades, which reached USD 10 billion for spectrum capacity and operating licenses.
