Egypt’s Car Replacement Initiative: Eligibility, Required Documents and Green Incentive Guide
Egyptian car owners are awaiting the final details of a new phase of the country’s vehicle replacement initiative, which aims to replace aging vehicles with newer and less polluting models while offering financial incentives and financing options. As of November 1, 2026, the government had not announced the final executive rules for the new phase, meaning that the requirements and incentives from the previous program should be treated as guidance rather than confirmed rules for the upcoming stage.
The initiative is part of a broader effort to modernize Egypt’s vehicle fleet, encourage the use of more environmentally efficient cars and support local automotive production.
Eligibility Requirements
Previous versions of the initiative required applicants to be Egyptian citizens and at least 21 years old. For installment-based purchases, published rules generally set an age range between 21 and 65.
The program also required the vehicle being replaced to be at least 20 years old, in addition to meeting licensing and ownership requirements. These conditions may be revised when the new executive rules are officially announced.
Required Documents
Documents associated with previous application procedures included a valid national ID card, the old vehicle’s license and a recent proof of residence.
Applicants seeking installment financing could also be required to submit proof of income or salary documents, along with additional papers requested by financing institutions. In some cases, a security clearance or criminal record certificate may also be required under applicable procedures.
Understanding the Green Incentive
The green incentive was a key feature of the previous replacement program, helping reduce the cost of purchasing a new vehicle. Under the earlier scheme, private cars were eligible for an incentive equal to 10% of the new vehicle’s price, capped at EGP 22,000. Taxis received up to 20%, capped at EGP 45,000, while microbuses received up to 25%, capped at EGP 65,000.
However, these figures have not been officially confirmed for the new 2026 phase. The government is expected to announce the final incentive values, eligible categories and calculation mechanism as part of the new executive rules.
Preparing to Apply
Potential applicants can prepare by reviewing their vehicle ownership and licensing documents and ensuring that their identification and residence papers are up to date. Those planning to use installment financing should also prepare the necessary income documentation.
Once registration officially opens, applicants are expected to submit their information and documents electronically, select an eligible new vehicle and choose a payment method according to the rules announced by the relevant authorities. Until the final regulations are issued, applicants should rely on official announcements for confirmed eligibility requirements and green incentive details.
