Egypt aims to support more than 250 new artificial intelligence startups and provide advanced professional training to over 30,000 specialists by 2030 as part of its efforts to expand AI adoption and strengthen the digital economy.

Minister of Communications and Information Technology Raafat Hendy said Egypt also aims to enable 36% of citizens to use AI-powered tools over the same period.

Egypt Moves Into Second Phase of National AI Strategy

The targets form part of the second phase of Egypt’s National Artificial Intelligence Strategy 2025-2030, which is built around six main pillars: governance, technology, data, infrastructure, ecosystem development and human capacity building.

Hendy said Egypt is moving from building AI readiness toward generating measurable impact by transforming technological capabilities into applications, products and services that create economic and developmental value.

The ministry’s broader strategy focuses on building a digital economy that supports development, contributes to GDP and creates employment opportunities while improving government services and public-sector efficiency.

Building Egypt’s AI Startup Ecosystem

Innovation and entrepreneurship are also central to the strategy, with the government seeking to localize technology and expand Egypt’s knowledge-based economy.

The ministry currently operates programs through 24 Digital Egypt Innovation Hubs, offering an ecosystem that ranges from skills development and entrepreneurship training to startup incubation.

The centers also provide technical, legal and marketing advisory services while connecting companies with investors and market-access opportunities.

All Government Services Targeted for Digital Egypt by 2030

Egypt is also developing new digital transformation mechanisms designed to allow citizens to access government services remotely through a fully integrated digital experience.

The plans include wider use of digital identity, integration with electronic signatures and verified digital mail.

Combining these tools is expected to help redesign the entire government service delivery cycle, with Egypt targeting the availability of all government services through the Digital Egypt platform by 2030.

Digital Sovereignty and Responsible AI

Hendy said strengthening Egypt’s digital sovereignty is another major objective, with a focus on data protection and maintaining independent decision-making capabilities.

Egypt previously launched the first phase of its National AI Strategy, established the Applied Innovation Center and formed the National Council for Artificial Intelligence. It has also introduced the Egyptian Charter for Responsible AI and an open data policy.
