Central Bank of Egypt Updates Regulations for Commercial Registry and Notary Services in Bank Branches
The Central Bank of Egypt (CBE) has issued updated regulations governing Commercial Registry and Notary (Real Estate Registration) services across bank branches, aiming to expand notary service access and streamline client transactions in a single location.
Service Expansion and Scope Realignment
According to a circular issued following a Board of Directors meeting on September 23, 2026, the CBE amended the previous framework established on June 20, 2021, regarding eligible beneficiaries of these in-branch services.
Target Beneficiaries and Access Criteria
Under the amended rules, registered commercial banks are permitted to offer both service lines. Commercial Registry services must remain accessible to the general public, whereas Notary and documentation services are restricted exclusively to existing bank clients.
Regulatory Approvals and Implementation
Banks must secure prior authorization from the CBE before launching these services and specify designated participating branches. All unamended clauses from the 2021 directives remain fully operational, with banks instructed to enforce the updated guidelines immediately.
