Egypt’s Prime Minister Nominates Raafat Hindi as New Communications Minister
Egyptian Prime Minister Dr. Mostafa Madbouly has nominated Raafat Hindi to serve as Minister of Communications and Information Technology, succeeding Dr. Amr Talaat, as part of the anticipated ministerial reshuffle.
The nomination follows the procedures outlined in Article 129 of the Internal Regulations of the House of Representatives, which grants the President the authority to introduce cabinet changes after consultation with the Prime Minister. A formal letter detailing the proposed amendments must be submitted to Parliament and presented during the first plenary session following its receipt.
If Parliament is not in regular session, an emergency session must be convened within one week to discuss and vote on the decision. Approval of the cabinet reshuffle is conducted collectively and requires the support of a majority of attending members, provided that such support is not less than one-third of the total parliamentary membership. The President is subsequently notified of the outcome.
In all cases, the reshuffle must comply with constitutional provisions, including Article 146, governing the selection of the Ministers of Defense, Interior, Foreign Affairs, and Justice, and Article 234, which regulates the appointment of the Minister of Defense.
The House of Representatives, chaired by Counselor Hisham Badawi, is currently holding an emergency session to deliberate on the proposed changes. Earlier, Counselor Ahmed Menaa, Secretary-General of the House, notified MPs of a general session scheduled for 1:00 PM on Tuesday, February 10, 2026, stressing the importance of attendance.
