Financial Regulatory Authority Highlights FinTech Boom and Future of AI at ”Cairo ICT”

The Financial Regulatory Authority (FRA), chaired by Dr. Islam Azzam, participated in the 30th edition of the Cairo International Technology Exhibition and Conference (Cairo ICT), held under the slogan "AI in Action" at the Egypt International Exhibition Center, in the presence of Prime Minister Dr. Moustafa Madbouly.

Prime Minister's Tour and Legislative Readiness

Prime Minister Dr. Moustafa Madbouly visited the FRA booth, where Dr. Islam Azzam reviewed the Authority's efforts to establish an integrated regulatory framework for safe digital transformation, starting with the implementation of Law No. 5 of 2022 regulating the use of financial technology in non-banking financial activities.

The FRA Chairman explained that regulatory decisions covered electronic Know-Your-Customer (e-KYC) rules, digital contract execution and archiving, and digital register creation, alongside establishing standards for digital identity, governance, risk management, and data protection.

Strict Security Standards and Mandatory Cybersecurity

The FRA Chairman emphasized that issued regulations mandated supervised companies to develop an advanced technological infrastructure ensuring data integrity, requiring:

Establishing specialized cybersecurity policies according to the highest standards.

Conducting periodic penetration tests and submitting regular reports to the FRA.

Procuring cybersecurity insurance policies as a prerequisite for license continuity.

Record Growth in Digital Operations and Sandbox Milestones

Figures registered a massive surge in digital service adoption through late October 2026 compared to 2025:

Digital Verification Operations (e-KYC): Rose to over 1.727 million operations (up from 354,000 at the end of 2025).

Digital Contracts: Reached approximately 862,000 contracts (up from 190,000 at the end of 2025).

On the innovation front, the Regulatory Sandbox (FRA Sandbox) received 67 projects and provided regulatory guidance. 11 projects obtained preliminary approval, while 2 projects successfully transitioned to live testing in the market.

Artificial Intelligence and Future Electronic Integration

Dr. Islam Azzam revealed plans to deploy AI-driven regulatory measures for data analysis, early risk detection mechanisms, and a centralized cross-sector fraud prevention system.

These steps rely on a direct electronic integration project linking the FRA with all supervised entities, delivering real-time data to help companies make accurate decisions and design tailored insurance and financing products.

Broad Participation for Awareness and Safe Investment

The FRA booth included representatives from various financial federations (Insurance, Real Estate Finance, Micro, Small and Medium Enterprise Finance, Consumer Finance, Factoring, Financial Leasing, and Capital Market). The booth provides visitors with educational materials and guidebooks for children and adults under the "I Invest" initiative to raise awareness of safe investment opportunities and consumer rights.
