Egypt Unveils 2030 ICT Roadmap with 200,000 Jobs, 250 AI Startups and $12 Billion in Digital Exports
Egypt has outlined a series of ambitious targets for its communications and information technology industry, aiming to create 200,000 jobs, support 250 artificial intelligence startups and attract up to seven AI-enabled data centers by 2030.
Raafat Hindi, Minister of Communications and Information Technology, presented the targets as part of the government’s Digital Egypt strategy during the opening of Cairo ICT 2026, attended by Prime Minister Mostafa Madbouly.
The 30th edition of the exhibition is being held at the Egypt International Exhibition Center in New Cairo from November 7 to 10, under the theme “AI in Action.”
The roadmap also includes local production of 30 million mobile devices, with 30% of output designated for export.
ICT Sector Seeks Higher Contribution to the Economy
Under the 2030 plan, Egypt aims to raise digital exports to $12 billion and maintain sector growth rates between 16% and 19%. The ICT industry’s contribution to gross domestic product is also expected to reach 8%.
The government is pursuing these objectives through the Digital Egypt strategy, which focuses on using advanced technologies to improve quality of life, strengthen national digital capabilities and enhance the competitiveness of the Egyptian economy.
Nationwide 5G Expansion and Fiber Infrastructure
A major component of the roadmap is the development of telecommunications infrastructure. The ministry plans to increase fiber-optic coverage to 55% by 2030 and make 5G services available throughout all Egyptian governorates.
Improving network coverage and internet services while lowering costs is also a priority, with the aim of widening access to digital technologies and AI applications.
Digital Egypt Platform to Exceed 500 Services
The government plans to expand the Digital Egypt platform to provide more than 500 digital government services by 2030.
The initiative is designed to simplify access to public services and introduce more proactive service models, while using artificial intelligence to improve operational efficiency and service quality.
AI Startups and Data Centers at the Core of the Plan
The strategy places particular emphasis on innovation and entrepreneurship, targeting the empowerment of 250 AI-focused startups and positioning Egypt as a regional center for AI expertise and applications.
It also aims to attract between five and seven data centers designed to operate artificial intelligence applications, supporting the infrastructure required for advanced digital services.
Alongside these investments, the government is seeking to expand domestic electronics manufacturing, with a target of producing 30 million mobile phones locally and exporting 30% of the output.
Workforce Development and National Digital Priorities
Hindi said the strategy addresses two broad areas: empowering citizens and strengthening the state’s digital capabilities.
For citizens, the priorities include access to emerging technology opportunities, better connectivity, expanded digital public services, higher-value employment and skills development in future-focused disciplines.
For the state, the plan emphasizes secure and reliable digital infrastructure, stronger digital sovereignty, regional leadership in AI capabilities and a greater economic contribution from the ICT industry.
Prime Minister Mostafa Madbouly stressed that communications and information technology play a central role in improving government services, increasing exports and attracting investment from Egyptian and international companies.
He also highlighted the government’s commitment to accelerating digital transformation and expanding the use of artificial intelligence as part of its broader economic development agenda.
