UAE Launches Second Retail Treasury Sukuk Issue

The UAE Ministry of Finance has launched the second issue under its Retail Sukuk Al Khazina programme, offering a five-year tenor as part of efforts to expand citizen and resident participation in sovereign investment instruments.

The new issue builds on strong demand for the programme’s first offering and supports the ministry’s broader financial strategy to promote financial inclusion and long-term saving and investment, alongside the objectives of the UAE’s “Year of the Family 2026.”

The programme provides a Sharia-compliant sovereign investment instrument fully backed by the UAE government, with a minimum subscription of AED 1,000, making sovereign investment opportunities accessible to a broader segment of society.

The ministry is working with Dubai Financial Market, Nasdaq Dubai and approved receiving banks to provide a fully digital subscription process. Following allocation and settlement, the sukuk will be listed and made available for secondary-market trading on Nasdaq Dubai.

Mohamed bin Hadi Al Hussaini, Minister of State for Financial Affairs, said the programme represents a strategic step toward enabling citizens and residents to invest directly in Sharia-compliant sovereign instruments backed by the UAE government.

He added that the five-year second issue, combined with an accessible minimum subscription, reflects the ministry’s commitment to financial innovation, development of local capital markets and expansion of the investor base for dirham-denominated government debt instruments.

Subscription channels and first-issue results

Approved subscription channels include Dubai Financial Market’s electronic subscription platform, the iVestor application, the DFM app and digital channels operated by approved receiving banks.

Emirates NBD will serve as the main subscription receiving bank, alongside Emirates Islamic, Abu Dhabi Islamic Bank, Ajman Bank, Mashreq, Abu Dhabi Commercial Bank and First Abu Dhabi Bank.

The first issue attracted more than AED 445 million in subscription orders, nearly nine times the initial target of AED 50 million. The strong demand prompted the ministry to increase the issue size to AED 100 million.

Subscriptions of AED 10,000 or less accounted for 76% of total subscriptions, while UAE citizens represented 72% of the total subscription value. Women and investors under the age of 25 together accounted for 45% of all subscribers.

The first issue had a two-year tenor and an annual profit rate of 4.30%, with semi-annual distributions. The sukuk completed allocation and settlement before being officially listed and traded on Nasdaq Dubai’s secondary market on July 2, 2026. The profit rate for the second issue will be announced on September 22, 2026.
