Egypt Takes the Lead on Arab AI Governance and Quantum Computing Initiatives
Egypt has been selected to chair two specialist working groups focused on artificial intelligence governance and quantum computing under the Arab Permanent Committee for Artificial Intelligence and Emerging Technologies, strengthening its role in shaping the region’s approach to advanced digital technologies.
The appointments were confirmed during the committee’s second founding meeting in Tunisia, which brought together representatives from Arab countries alongside regional and international organisations participating as observers.
Under the new mandate, Egypt will lead regional efforts to develop a common framework for responsible AI governance, including practical tools for oversight, coordination mechanisms and measures to support the implementation of the Arab Charter for Artificial Intelligence Ethics.
The AI governance group is also expected to promote greater cooperation among Arab countries as governments increasingly adopt artificial intelligence across public services, economic sectors and institutional operations.
Egypt will separately chair the committee’s quantum computing working group, which will focus on developing an Arab strategy for the emerging technology, monitoring global advances and examining potential applications across sectors such as communications, cybersecurity, scientific research, finance and healthcare.
The group will also support regional capacity building, knowledge exchange and research collaboration as Arab countries seek to prepare for the long-term impact of quantum technologies.
The Arab Permanent Committee for Artificial Intelligence and Emerging Technologies was established to strengthen regional coordination, support digital transformation and help Arab states develop shared positions on technologies expected to reshape economies and public services.
Its formation followed a decision by the Council of Arab Ministers of Communications and Information Technology during its 29th session, hosted by Egypt in January 2026. Cairo also hosted the committee’s first founding meeting in May.
Egypt’s leadership of the two working groups reflects its expanding role in regional technology policy and its efforts to promote coordinated Arab action in areas increasingly viewed as critical to economic competitiveness, digital sovereignty and national security.
