Egypt Launches Landmark PPP Initiative: Private Developers to Build 19,000 Social Housing Units
Eng. Randa El-Minshawy, Minister of Housing, Utilities, and Urban Communities, has officially announced the launch of a public-private partnership (PPP) framework under the presidential initiative "Sakan Kol El-Masryeen" (Housing for All Egyptians). Starting April 30, developers can download the conditions booklet to compete for projects across 383.12 acres in eight new cities. This strategic shift aims to integrate private sector expertise into the low-income housing market, ensuring a sustainable supply of high-quality, affordable residential units.
The framework mandates that developers sell the units under the state’s subsidized mortgage system, offering a 8% declining interest rate for up to 20 years. According to Dr. Walid Abbas, Vice President of the New Urban Communities Authority (NUCA), the 19,000 units will be distributed across cities including October Gardens, 10th of Ramadan, and Capital Gardens. This initiative follows extensive consultations with major real estate players to align market capabilities with the growing demand from low-income citizens.
