UAE Cabinet Approves National Reading Policy: A Strategic Roadmap Towards a Knowledge-Based Economy by 2026
In a landmark move to cement the United Arab Emirates' position as a global capital for culture and knowledge, the UAE Cabinet, chaired by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, has officially approved the "National Reading Policy."
The comprehensive strategy, which spans through 2026, aims to transform reading into a sustainable daily habit across all segments of UAE society. This policy is part of a broader vision to foster an innovative generation capable of driving the nation’s transition toward a competitive, knowledge-based economy.
A Multi-Sectoral Strategic Framework
The National Reading Policy integrates efforts across various sectors, including education, health, and labor. Key pillars of the strategy include:
Early Childhood Development: Introducing reading programs starting from birth to instill a love for books in the next generation.
Educational Reform: Restructuring school curricula and library systems to ensure reading is central to the academic journey.
Institutional Support: Encouraging government and private sector entities to provide dedicated reading time and resources for employees.
Cultural Ecosystem: Supporting the local publishing industry and expanding public library networks across all seven emirates.
Leadership Vision
Commenting on the policy, His Highness Sheikh Mohammed bin Rashid emphasized that reading is the cornerstone of progress.
"Our goal is to make reading a lifelong journey for our citizens," Sheikh Mohammed stated. "A reading society is a civilized society, one that is better equipped to deal with the challenges of the future. We are building a nation where knowledge is the primary currency."
Long-Term Impact
The policy is backed by a dedicated national fund and legislative frameworks to ensure its longevity. By 2026, the UAE aims to significantly increase literacy rates and book consumption per capita, positioning the country as a regional leader in intellectual and cultural output.
The announcement has been met with widespread acclaim from educators and cultural experts, who view the policy as a vital step in safeguarding the UAE’s cultural identity while embracing global innovation.
