Egypt Signs 55 Outsourcing Deals Creating 70,000 Jobs

During the Global Outsourcing Industry Summit, Egypt’s Prime Minister Dr. Mostafa Madbouly witnessed the signing of 55 Memoranda of Understanding (MoUs) between the Information Technology Industry Development Agency (ITIDA) and leading global and local companies to establish new offices in Egypt or expand existing operations — a move set to create over 70,000 new jobs in the country’s fast-growing outsourcing and digital services sector.

The ceremony was attended by Dr. Amr Talaat, Minister of Communications and Information Technology; Eng. Ahmed El Zaher, CEO of ITIDA; ambassadors, senior government officials, and executives from major multinational companies. The event was held under the auspices of Prime Minister Dr. Mostafa Madbouly and organized by the Ministry of Communications and Information Technology (MCIT) and ITIDA.

Following the signing, Prime Minister Madbouly emphasized the state’s strong commitment to supporting the ICT sector, offering incentives and streamlined processes to attract both local and international investment. He highlighted President Abdel Fattah El-Sisi’s directives to further empower the sector as a key driver of Egypt’s economic growth and global competitiveness.

> “The communications and information technology sector plays a pivotal role in attracting foreign and domestic investment. Egypt’s highly trained youth have made our country one of the most competitive destinations for outsourcing worldwide,” said Dr. Madbouly.

He praised the creativity, skill, and professionalism of Egyptian youth, noting that their excellence has encouraged global companies to expand or establish new centers in Egypt, leveraging the country’s world-class infrastructure and qualified human capital.

Dr. Amr Talaat, Minister of Communications and Information Technology, highlighted that Egypt’s Digital Strategy, launched in 2019, has transformed the ICT sector into a service and production hub. He explained that the Digital Egypt Outsourcing Strategy aims to quadruple Egypt’s global market share in outsourcing, positioning the country as a leading destination offering talent, flexibility, and innovation.

He noted that the ICT sector’s contribution to Egypt’s GDP has nearly doubled over the past decade, growing three to four times faster than the national average. In FY 2023/24, while Egypt’s economy grew by 4.4%, the ICT sector expanded by 14–16%, solidifying its role as one of the fastest-growing pillars of the national economy.

The minister added that $6 billion in investments have been directed toward upgrading Egypt’s digital infrastructure, resulting in the country leading Africa in fixed internet speed and ranking second in affordability. He also highlighted the ongoing fiber-optic expansion, connecting 4,500 villages and 60 million citizens, enabling companies to hire and operate from anywhere in Egypt through remote work models.

> “Egypt has become one of the most competitive global destinations for outsourcing. Our skilled workforce, strategic location, and advanced digital infrastructure make Egypt a trusted partner for multinational companies seeking long-term growth,” said Dr. Talaat.

He added that MCIT and ITIDA are committed to maintaining continuous dialogue with investors, offering comprehensive support from setup to expansion, and ensuring a smooth operational environment across government entities.

This year’s agreements mark a major step forward from the 2022 summit, which saw 29 companies pledge 34,000 new jobs — a number that has since grown to 60,000 jobs by the end of 2024. The 2025 summit’s 55 agreements represent an even larger commitment, with 39 companies expanding existing centers and 16 entering the Egyptian market for the first time.

Dr. Talaat concluded:
