Abu Dhabi Unveils the World’s First AI-Powered Digital Government Employee at GITEX Global 2025
In a historic step toward redefining the future of governance, Abu Dhabi today unveiled the world’s first AI-powered digital government employee, marking the launch of the world’s first self-governing government feature capable of autonomously managing routine citizen services.
The announcement coincides with the launch of the latest version of Abu Dhabi’s unified government services platform “TAMM 4.0”, revealed during GITEX Global 2025 at the Dubai World Trade Centre.
The new self-governing government capability enables automatic execution of repetitive services such as license renewals, utility bill payments, and routine medical appointment bookings—without any user intervention. This innovation allows residents to save time and focus on personal priorities while the system seamlessly handles routine transactions.
The launch represents a pivotal milestone in Abu Dhabi’s vision to become the world’s first AI-driven government, advancing its position as a global leader in proactive, citizen-centric digital services. The feature empowers users to define preferences, customize automation, and place full trust in secure, intelligent service delivery.
Built on the foundations of TAMM’s AI-powered Smart Assistant, the self-governing government extends the platform’s capabilities to deliver over 1,100 integrated public and private services through a single digital gateway. The Smart Assistant provides proactive and personalized support, capable of completing many services on behalf of users and enhancing efficiency across every customer journey.

This evolution allows people to concentrate on their families, businesses, and aspirations, knowing that their government is working intelligently and proactively on their behalf.”
The AI Journey Companion experience now enables TAMM to manage entire user journeys autonomously. New features include an AI visual and voice guide that simplifies complex transactions with step-by-step instructions and instant document capture, ensuring error-free submissions. Real-time translation and voice activation provide accessibility in both Arabic and English, allowing hands-free navigation for all users.
Through personalized dashboards, TAMM now reminds users of upcoming tasks, deadlines, and relevant updates tailored to their preferences—transforming lengthy procedures into seamless, instant experiences.
TAMM’s expansion also introduces three new digital spaces—Family, Mobility, and Health—in addition to existing life domains, organizing services around real-life experiences rather than government structures. The updated design enables citizens and residents to manage healthcare records, school updates, mobility planning, and community engagement more intuitively.
In a further leap toward humanized digital interaction, TAMM will soon deploy hologram service units across Abu Dhabi, offering real-time access to government representatives. Through this immersive technology, citizens and residents can engage directly with virtual government employees who provide immediate, bilingual (Arabic and English) support, maintaining the warmth of human interaction while ensuring the convenience of digital access.
Additionally, the “TAMM for You” initiative invites citizens, residents, visitors, and businesses to co-create new services by suggesting and voting on future offerings—aligning government innovation with community priorities.

Currently integrating over 1,100 services from 90+ public and private partners, TAMM continues to expand its ecosystem. New collaborations include the Abu Dhabi Securities Exchange, Comera, Wio Bank, and—for the first time—services with the Abu Dhabi Judicial Department and SAAD Company. These partnerships enable users to complete end-to-end transactions with both public and private entities directly within the platform.
The unveiling of the self-governing government under TAMM 4.0 marks a defining chapter in the Abu Dhabi Digital Government Strategy 2025–2027, establishing a new global benchmark for proactive, AI-powered governance and reaffirming Abu Dhabi’s leadership in shaping the next generation of digital government experiences.
