Finance Minister: Select Tax Services to Be Offered for the First Time Through «E-Tax»
Ahmed Kouchouk, Egypt’s Minister of Finance, announced that select tax services will be delivered for the first time through «E-Tax», as part of the government’s ongoing efforts to modernize and streamline tax administration.
Speaking during a discussion session with the Chairman and members of the Egyptian Federation of Tourist Chambers, the minister stressed that voluntary tax base expansion creates significant fiscal space to stimulate investment and increase spending on health, education, and social protection.
“The most beneficial outcome is for the economy to grow and for the business community to expand and prosper within a strong framework of trust-based partnership,” Kouchouk said. He added that the government’s policies and initiatives are primarily shaped in response to the needs of the business community, emphasizing that practical and simplified solutions are key to overcoming tax-related challenges.
The minister noted a positive shift in tax culture within the Tax Authority, alongside stronger engagement from the business community with the government’s facilitation-driven approach.
Second Package of Tax Facilities
Kouchouk explained that the second package of tax facilities focuses on long-standing and compliant partners, offering additional incentives, simplification measures, and procedural ease. For the first time, certain tax services will be delivered in a distinguished manner through «E-Tax», marking a new phase in digital tax service delivery.
He reaffirmed that the simplified and integrated tax system will continue to operate with diverse and unprecedented incentives aimed at attracting new taxpayers on a voluntary basis.
For the first time, a simplified tax regime is being introduced for projects with annual revenues not exceeding EGP 20 million. “We want them to profit, grow, and expand,” the minister said, adding that financing facilities will be made available for the first 100,000 businesses that join this integrated simplified system.
Addressing Double Taxation and Capital Market Incentives
The minister revealed that the second package also addresses double taxation between holding companies and their subsidiaries. He further indicated that a stamp tax will be introduced in place of the capital gains tax to encourage trading activity by residents on the Egyptian Exchange.
Regarding real estate transactions, Kouchouk confirmed that the real estate disposal tax for individuals remains unchanged at 2.5 percent of the property sale value, regardless of the number of transactions. A dedicated mobile application will be launched to enable electronic notification and payment of the real estate disposal tax with greater flexibility and convenience.
Incentives for Compliant Taxpayers
The Finance Minister also announced the introduction of a special privilege card for compliant taxpayers, offering additional incentives and facilitation measures, along with tangible support for long-term partners.
In addition, an electronic clearing system will be launched to offset dues and tax liabilities, aiming to further ease procedures and enhance efficiency for taxpayers.
Kouchouk concluded that strengthening trust with the business community remains central to the ministry’s strategy, underscoring that continued reform and digital transformation will play a pivotal role in fostering a more competitive and investor-friendly tax environment.
