Egypt Unveils Major Public-Private Partnership to Deliver 20,000 Affordable Homes Under Presidential Initiative
Following presidential directives announced during the "Egypt Forum 2026," Prime Minister Dr. Moustafa Madbouly, alongside Minister of Housing Eng. Randa Al-Minshawi, presided over the signing of a landmark public-private partnership (PPP) agreement package. The deal aims to accelerate the delivery of low-income housing units across the nation as part of the flagship "Housing for All Egyptians" initiative.
Key Signatories & Key Players
The signing ceremony at the New Administrative Capital’s government headquarters brought together key state authorities and leading private sector firms:
Public Sector Leadership: Represented by Dr. Ahmed Reda Amara (Head of Real Estate and Commercial Affairs at NUCA) and Ms. Mai Abdel Hamid (CEO of the Social Housing and Mortgage Finance Fund).
Private Developers & Contractors: Agreements were signed with top entities including Ashraf Farag Real Estate, Niohm Pyramids, Tamas Saudi Construction, NCM Contracting, Enco Egypt & Nawasy, Opal Contracting, Al-Hijaz General Contracting, Al-Agouza Contracting, Egyptian Co. for Urban Development & Tourism Investment, Al-Salam Contracting, Al-Feda Investment, Mohamed Nageh Abd Rabbo Contracting, and Al-Badri Investment.
Official & Global Presence: Attended by Dr. Walid Abbas (Deputy Minister of Housing) and high-level representatives from the World Bank.
Strategic Goals & Operational Framework
Eng. Randa Al-Minshawi highlighted that this partnership embodies Egypt's commitment to empowering the private sector in national development. The model establishes a clear division of roles—leveraging private sector execution speed while maintaining the government’s core social commitments.
Financial Structure & Market Incentives
Ms. Mai Abdel Hamid detailed the economic model designed to balance social responsibility with private developer profitability:
80/20 Allocation Rule: 80% of each development is dedicated to state-regulated social housing, while 20% is allocated for commercial or market-rate units, allowing developers to generate profitable returns.
Incentives & Buyer Subsidies: Land is provided at preferential rates to lower construction costs. Buyers will benefit from subsidized mortgage options at an 8% declining interest rate over terms up to 20 years.
Phase One Scale: The initiative sparked high market interest, drawing 137 applications from 104 developers for 17 land plots, laying the groundwork for 20,000 units in 8 new cities.
World Bank Support
World Bank Regional Director Mr. Walid Al-Atabani reaffirmed the Bank’s ongoing support, noting that this PPP builds on the $1 billion Inclusive Housing Finance Program established in 2014, which continues to improve housing access and mobilize capital for low-income families.
