Prime Minister Announces National Program to Provide One Million Housing Units with 1 Trillion EGP Investments and a New Real Estate Market Law
Details of the One Million Housing Units Program and Private Sector Partnership
Dr. Moustafa Madbouly, Prime Minister of Egypt, announced that the government aims to provide one million housing units across various categories over the next four years, with estimated total investments of 1 trillion EGP. Speaking at the closing session of "Egypt Forum 2026," he explained that the program will be executed in collaboration with the private sector and the "Tahya Misr" Fund. It includes new rental options, rent-to-own schemes, social housing, specialized housing for factory workers, as well as middle-income and upper-middle-income housing.
Regulating the Real Estate Market and Supporting Developers
The Prime Minister emphasized the urgency of passing a new law to regulate Egypt’s real estate market. The legislation aims to govern contractual relationships between citizens, real estate developers, and the state, enhancing market discipline and transparency alongside major urban expansion plans and increased private sector participation.
State Achievements and Development Plans Up to 2030
Madbouly noted that the state successfully built more than two million housing units for low- and middle-income citizens between 2014 and 2026. The new one-million-unit plan comes as an extension of political leadership directives to address population growth and meet continuous housing demand, aligning with sustainable development goals through 2030.
