Huawei Cloud and Fixed Solutions Discuss Data Protection Law Compliance and the Future of Hybrid Cloud

The Huawei Cloud and Fixed Solutions Personal Data Protection Forum 2026 highlighted the technical and regulatory challenges facing organizations following the issuance of the Executive Regulations for Personal Data Protection Law No. 151 of 2020. Held under the title "Beyond Compliance," the panel session saw wide engagement from decision-makers and experts exploring practical ways to overcome complex operational challenges in modern digital environments.

Bridging the Gap Between Infrastructure and Data Governance

The session opened with Eng. Sameh Zaghloul, Chief Technology and Innovation Officer (CTIO) at Fixed Solutions, emphasizing that the partnership between infrastructure providers and technical consultants is key to transforming strict regulations into measurable, actionable steps. He explained that the core challenge lies in bridging the gap between existing legacy infrastructure and modern data governance requirements.

Zaghloul added that compliance with data protection laws serves as a primary value driver for businesses. He recommended adopting "Privacy by Design and Default" concepts to save time and cost, eliminate the need to re-engineer software applications, and lower legal risks. Furthermore, alignment with local and international standards provides companies with a competitive advantage for regional and global expansion.

Local Cloud and Digital Sovereignty

Eng. Ammar Matar, Cloud Business Development Director at Huawei Cloud, addressed the technical management of complex hybrid cloud environments across local and multi-cloud infrastructures smoothly and securely. He affirmed that Huawei Cloud provides a flexible infrastructure ensuring secure data flow and full regulatory compliance without compromising performance.

Matar noted that leveraging Huawei’s local cloud region in Cairo grants organizations superior capabilities to isolate risks and precisely control data storage and processing within Egypt. This mitigates cross-border data transfer complexities while giving immediate access to compliance-ready database, software, and AI platforms.

Corporate Awareness and Legacy Data Cleaning

Offering a specialized perspective from the financial services sector, Eng. Omnia Amara, Head of Data Protection at Fawry, outlined the operational challenges large institutions face when handling big data and continuous auditing. She stressed that data protection compliance requires internal restructuring and strict data classification policies to handle data subject requests directly, rather than relying solely on traditional licensing checklists.

Amara emphasized that effective implementation requires comprehensive corporate awareness across technology, cybersecurity, legal, and HR departments. She added that audit readiness mandates clear frameworks for cleaning legacy data and governing the entire data lifecycle to unlock international market opportunities.

Data as a Strategic Asset and AI Driver

On the legal and regulatory front, Dr. Mohamed Hegazy, Legal and Policy Expert and drafter of cybercrime and data protection laws, offered deep legal insights into mandatory compliance under the supervision of the Personal Data Protection Center (PDPC). He warned against non-compliance, stressing that executive and personal liability require full attention to avoid severe fines and penalties.

Dr. Hegazy reaffirmed that data must be treated as a strategic asset and a core engine for digital economic growth, especially with the expansion of AI applications reliant on data quality. He underscored key steps such as appointing Data Protection Officers (DPO), conducting regular impact assessments, and enforcing data governance to ensure a safe, sustainable operating environment.

The forum concluded with participants agreeing that achieving compliance is not the end goal, but rather the starting point for building a sustainable data governance culture that balances regulatory compliance with innovation. The event reflects the strategic partnership between Huawei Cloud and Fixed Solutions to support secure digital transformation in Egypt.
