Real Estate Investment Funds and Crowdfunding Platforms: A New Model Reshaping Real Estate Financing in Egypt

The Egyptian real estate market is shifting toward a more diversified financing model through real estate investment funds and crowdfunding platforms, which aim to pool individual savings into institutional capital. These modern financial tools seek to reduce heavy reliance on customer down payments and bank loans, backed by government initiatives led by the Ministry of Housing and the New Urban Communities Authority (NUCA) to establish a real estate investment fund to maximize returns on its property portfolio.

Liquidity Mobilization Scenarios and Decoupling Funding from Sales

Mohamed Rashed, member of the Central Secretariat for Housing and Urban Development at the National Front Party, stated that expanding fractional real estate investment with low entry barriers presents an opportunity to aggregate individual savings. Attracting 1 million investors with an average investment of EGP 10,000 could mobilize EGP 10 billion, which could reach EGP 25 billion if the average investment rises to EGP 25 thousand.

Rashed emphasized that these platforms are not a full substitute for securitization or bank loans, but rather provide long-term capital that spreads risk and offers greater financial flexibility for developers. He noted that reliance on pre-sales represents a structural flaw, as down payments are contractual obligations rather than free capital. Institutional financing, he explained, helps decouple project execution capabilities from unit sales speed.

Proposed Financing Model and Risk-Tiered Management

Rashed proposed a benchmark financing structure for new projects:

30% contribution from the developer.

30% participation from real estate funds.

20% bank and commercial financing.

20% cash flows from customer sales.

He highlighted FRA Decision No. 125 of 2025, which regulates digital platforms for real estate fund certificates. He stressed the importance of starting with completed, income-generating assets (such as leased commercial and administrative buildings) to minimize risk before expanding into projects under construction, where funding should be disbursed based on actual completion rates and certified engineering invoices.

Warnings Against Marketing Misuse and Focus on Income-Generating Projects

Mohamed Khattab, a real estate development consultant, warned against using digital platforms and investment funds as marketing tools to clear slow-moving residential inventory instead of utilizing them as financing instruments, noting that this practice doubles investor risk if projects stall.

Khattab emphasized that the most suitable model for fractional investment lies in existing, operation-ready commercial projects that generate periodic income. For under-construction projects, strict controls must restrict cash flow usage to ensure funds are spent exclusively on the designated project under tight oversight.

Opportunities for Small Investors and Diversified Funding Structures

Ehab El-Ashry, Chairman of Casamonde Real Estate Development, noted that the rise of crowdfunding platforms such as "Nawy Shares" and "Fareeda" opens new horizons for small investors to enter the market with modest amounts while offering flexible exit options through share sales.

El-Ashry added that the success of these platforms depends on building trust and strong governance. Fractional investment provides developers with flexible financing alternatives that reduce liquidity pressures and support the sustainable execution of new real estate developments
