Egypt Explores 4,200-Bed PPP Hospital Project in Cairo with Hassan Allam and Turkey’s Rönesans Holding

 Dr. Mohamed Farid, Minister of Investment and Foreign Trade, held discussions with a delegation from Hassan Allam Holding and executives from Turkey's Rönesans Holding to explore injecting new investments into Egypt's healthcare sector. The talks centered on establishing a comprehensive hospital complex in Cairo under a Public-Private Partnership (PPP) framework, alongside measures to provide a supportive investment environment ensuring the project's rapid execution.

The meeting reviewed a proposal for an integrated investment project in Cairo aimed at developing an advanced medical complex with a total capacity of 4,200 beds. The project will be spearheaded by a consortium of local and international partners boasting extensive expertise in the development, financing, and execution of large-scale healthcare facilities.

Division of Operations and Project Scope

Under the proposed plan, the Egyptian-Turkish corporate consortium will oversee the construction and non-medical operations of the project. Conversely, the Egyptian Ministry of Health will manage the clinical and medical operations of the hospital.

The comprehensive project also encompasses residential and educational facilities, with strategically allocated spaces for future expansion and the flexibility for phased implementation.

Government Facilitation and Golden License

The meeting addressed various avenues to support the project, including the potential issuance of a "Golden License" or designating it within an investment zone. These measures aim to fast-track government licenses and approvals through a streamlined, unified system.

Dr. Farid emphasized that the state continues to implement institutional and legislative reforms designed to enhance the investment climate and attract more local and foreign investments. He highlighted that priority sectors, led by healthcare, represent some of the most promising avenues for investment in the upcoming period.

The Minister noted that the Ministry is continuously upgrading its investor services ecosystem, expanding one-stop-shop services to accelerate procedures and boost the efficiency of the business environment. He reaffirmed the government's strong interest in PPP projects, viewing them as a highly effective mechanism for executing mega-projects.

"Egypt’s advanced infrastructure, economic and legislative reforms, coupled with the growing demand for healthcare services, strongly position the country to become a regional hub for healthcare provision and investment," Dr. Farid added.

Executive Perspectives

Dalia Wahba, CEO of Hassan Allam Investment Management, stated that the project reflects the strength of partnerships between Egyptian and international expertise. She noted that the consortium includes partners with a proven track record of developing, financing, and executing healthcare projects to the highest global standards.

Wahba added that the project embodies investor confidence in the Egyptian market and the promising, long-term investment opportunities it offers, particularly within the healthcare sector.

On his part, Volkan Hatinoğlu, Deputy General Manager of the Project Management Office at Rönesans Group, highlighted that the group possesses extensive experience in implementing PPP hospital projects across several global markets. He expressed the group's strong desire to transfer this expertise to the Egyptian market, contributing to a project that represents a qualitative addition to the healthcare sector and reinforces investment partnerships between Egypt and global corporations.
