Abu Dhabi Integrates Microsoft 365 Copilot for 35,000 Employees in Push for AI-Driven Government by 2027
The Abu Dhabi government has announced the launch of the "Microsoft 365 Copilot" platform across its government sector, equipping tens of thousands of public employees with generative Artificial Intelligence (AI) capabilities within their daily digital tools. This milestone accelerates the emirate's ambition to become the world’s first AI-driven government by 2027.
Through the "Leading Employee" program, the Abu Dhabi government has rolled out the Copilot platform to 26,000 government employees across 27 entities. When combined with 9,000 existing licenses, the total deployment reaches 35,000 active licenses.
AI Productivity Platform for the Government
This initiative establishes Copilot as the official AI productivity platform for the Abu Dhabi government by integrating generative AI capabilities into daily operations and public service delivery. Accelerating AI-backed decision-making across all levels of government is expected to result in faster and more responsive services for the public.
Crucially, all licenses are equipped with the Advanced Data Residency (ADR) feature. This ensures that all AI processing occurs entirely within the borders of the UAE, establishing a model of sovereign AI that is attracting increasing interest from governments worldwide. The rollout also includes specialized AI training programs and certifications to ensure employees can utilize these tools responsibly, securely, and with maximum effectiveness.
Department of Government Enablement
H.E. Wesam Lootah, Director General of Digital Government at the Department of Government Enablement (DGE) in Abu Dhabi, stated that the emirate is building an AI-driven government from the ground up, where technology fundamentally elevates how government entities operate, collaborate, and deliver services to the community.
Lootah added that deploying Copilot government-wide represents a qualitative leap in providing the workforce with advanced AI capabilities, while ensuring this adoption takes place within a reliable, secure, and sustainable governance framework. "Through the Leading Employee program, we are providing government employees with the tools and skills that empower them to help shape the future of innovation in the public sector," he noted.
Agentic AI and Strategic Partnership
Amr Kamel, General Manager of Microsoft UAE, emphasized that the UAE’s national drive towards "Agentic AI" reflects a unique approach to government transformation, anchored in a clear vision and decisive leadership.
Kamel explained that the Leading Employee program embodies this exact approach by empowering 35,000 Abu Dhabi government employees and scaling the use of Agentic AI to accelerate achievements and boost the efficiency of government operations. He highlighted that Microsoft's role is to provide the secure, sovereign foundations that enable this type of transformation, expressing pride in supporting the DGE's leadership in turning this vision into a reality.
The program is backed by a comprehensive AI adoption and enablement framework that covers structured deployment, change management, and user empowerment, driving safe, disciplined, and high-impact utilization across all entities. The rollout is grounded in rigorous assessments of security, data governance, and readiness to ensure strict alignment with government compliance and data protection standards.
This Copilot deployment stems from a continuous and expanding strategic collaboration between the Abu Dhabi DGE and Microsoft, which encompasses government cloud infrastructure, cybersecurity operations, AI-powered services, and modern workplace technologies.
