Norway Bans Generative AI in Primary Schools to Protect Foundational Learning Skills

The Norwegian government has announced a near-total ban on generative Artificial Intelligence (AI) tools across primary schools, set to take effect at the start of the new academic year this August. The landmark decision aims to reinforce foundational learning skills and protect young students from becoming overly dependent on technology.

Norwegian Prime Minister Jonas Gahr Støre emphasized that the policy ensures children master reading, writing, and basic arithmetic before introducing advanced AI tools into their educational journey. Under the new regulations, students from grades 1 to 7 (ages 6 to 13) are strictly prohibited from utilizing AI applications within the school environment. Meanwhile, lower secondary students (ages 14 to 16) will be granted limited access strictly under teacher supervision, while high schoolers will focus on learning responsible AI usage to prepare for higher education and the workforce.
