Egypt’s Minister of Communications Holds Roundtable with AmCham Cairo Digital Transformation Committee
Egypt’s Minister of Communications and Information Technology, Amr Talaat, held a high-level roundtable discussion with the Digital Transformation Committee of the American Chamber of Commerce in Egypt (AmCham Cairo), with the participation of senior executives from leading telecommunications and information technology companies.
The meeting focused on strengthening cooperation between the Ministry of Communications and Information Technology and AmCham Cairo’s Digital Transformation Committee across key areas, including artificial intelligence, cybersecurity, cloud computing, data centers, and data protection, within the broader framework of public–private sector collaboration.
During the discussions, Minister Talaat reaffirmed the government’s commitment to creating a supportive and attractive environment for foreign investment in the ICT sector, highlighting the incentives offered to global technology companies operating in Egypt. He praised the strong partnership between the public and private sectors and expressed his aspiration to further deepen this cooperation in the coming period.
“We are keen to strengthen cooperation based on mutual interest with the private sector and to actively listen to all of its proposals,” Talaat said.
The minister also highlighted Egypt’s significant progress in digital governance, noting that the country advanced 47 places in the World Bank’s 2025 Digital Government Maturity Index, ranking among the leading countries in the highest category (Category A) and reaching 22nd place globally.
Talaat emphasized that the ministry is continuously updating its training programs to align with the evolving needs of the labor market, with the aim of enhancing youth employability and competitiveness. He invited ICT companies to contribute their recommendations on developing training curricula and introducing new specializations to ensure the availability of qualified talent ready to join the sector.
In the area of legislation, the minister stressed that the ministry welcomes private-sector participation during the drafting stages of ICT-related laws as part of a broader societal dialogue to produce the most effective legal frameworks. He revealed that the ministry is currently preparing a draft law on data classification and data exchange, which will be discussed with the Digital Transformation Committee before being submitted to the Cabinet and subsequently to Parliament.
Talaat further underlined the government’s strong commitment to data protection and to avoiding the use of unlicensed software in digital government operations. He noted that the ministry is studying the use of open-source software alongside solutions developed by global technology companies, in addition to ongoing efforts to establish advanced data centers.
Members of AmCham Cairo commended Egypt’s Digital Egypt Strategy, praising the country’s achievements in promoting digital innovation, artificial intelligence, capacity building, and the development of digital services for citizens. They also highlighted Egypt’s success in attracting investments to the ICT sector and boosting digital exports.
In addition, AmCham representatives applauded the ministry’s achievements in the outsourcing industry, which have positioned Egypt as a global hub for outsourcing services and strengthened its standing on the international outsourcing map. This progress, they noted, serves as a strong incentive for multinational companies to expand their operations and investments in Egypt’s ICT sector.
The meeting was attended by senior officials from MCIT, including Mohamed Shamroukh, Executive President of the National Telecom Regulatory Authority; Ahmed El Zaher, CEO of the Information Technology Industry Development Agency; and Sherin El Gendy, Assistant Minister for Strategy and Implementation.
From AmCham Cairo, attendees included Marwa Abbas, AmCham Board Member and General Manager of IBM Northeast Africa; Mirna Arif, Chair of the Digital Transformation Committee and General Manager for Emerging Markets at Microsoft Middle East and Africa; Hossam Seif El-Din, CEO of Capgemini Egypt and Co-Chair of the Committee; and Tarek Shabka, Chairman of Middle East for Computer Services (MCS) and Co-Chair of the Committee, alongside several AmCham officials and representatives of leading member companies.
