Strategic Partnership Between Communications and Labor Ministries to Boost Digital Transformation and Youth Skills

A memorandum of understanding (MoU) was signed in Cairo between the Ministry of Communications and Information Technology and the Ministry of Labor. The agreement aims to support digital institutional development projects for the Ministry of Labor and its affiliated entities, alongside implementing comprehensive programs to build digital capabilities and raise technological awareness among citizens and youth, enhancing their readiness for the digital economy and modern labor market demands.

Pillars of Partnership and Institutional Development

The MoU focuses on upgrading the efficiency of personnel across the Ministry of Labor, its directorates, and vocational training centers nationwide, preparing them to operate efficiently and securely within digital work environments. Additionally, it outlines expanding the digitization of government services via the "Digital Egypt" platform—building on the recent launch of the labor market certificate service ("Ka'b El-Amal")—with plans to integrate further services, such as skill-level measurement and trade practice certificates.

Economic Empowerment and Future Jobs

The agreement seeks to empower graduates and job seekers by enhancing advanced digital skills, particularly in artificial intelligence, cybersecurity, and freelancing. The action plan includes preparing distinguished cadres to serve as "Digital Ambassadors" to promote local tech awareness, alongside preparing for the launch of the "Digital Labor Platform" to bridge job seekers with employers and structure emerging work models.
