Egypt’s Ministry of Communications and Information Technology and Intel have signed a memorandum of understanding to implement artificial intelligence awareness and capacity-building programs, targeting one million citizens trained annually for three years. The cooperation will promote safe and responsible technology use and strengthen digital trust.

The MoU was signed by Hoda Baraka, Adviser to the Minister for Technology Skills Development and Supervisor of the Responsible AI Center, and Taha Khalifa, Intel’s General Manager for the Middle East and Africa. It was witnessed by Raafat Hindi, Gisele Roizlenza, and officials from both sides.

Supporting Egypt’s AI Strategy

Hindi said AI is essential to economic competitiveness, development and improving services. He noted that the second edition of Egypt’s National AI Strategy for 2025–2030 seeks to maximize AI’s economic and social impact.

He said cooperation with global AI companies will translate the strategy into programs that build national capabilities and enable citizens to benefit from AI applications. He also highlighted safe and responsible use and digital skills.

Roizlenza said the partnership aims to make AI accessible and useful through the “AI for Citizens” initiative, one of Intel’s digital programs.

Awareness and Skills Programs

Baraka said the cooperation would broaden awareness of practical AI applications, help society understand AI capabilities and prepare qualified trainers to transfer knowledge. She stressed linking training to responsible AI awareness, not only technical skills.

Khalifa said Intel seeks to expand participation in the AI economy by providing communities with the skills and confidence to use AI, enabling young people, teachers, companies and institutions to address real-world challenges.

The cooperation will train one million citizens each year through digital platforms. Programs include “AI for Citizens,” which simplifies AI concepts and applications, and “Digital Trust for All,” which promotes safe and responsible technology use.

Training 1,500 Trainers

The agreement includes a certified trainer program targeting 1,500 trainers over three years, at 500 annually, to support training sustainability, knowledge transfer and local education and training institutions.

Other programs will develop AI skills and innovative thinking among children and young people, improve technical and university students’ job-market readiness, reskill workers and job seekers, and support technology-based decision-making among government leaders.

The two sides will prepare a phased implementation plan, beginning with “AI for Citizens.” It also provides technical workshops on Intel’s AI infrastructure and computing technologies, plus support for an annual AI hackathon and preparation to present projects at Intel’s global AI Impact Festival.
