PBOC Pledges Timely Monetary Policy Adjustments and Boost to ”Panda Bonds” in H2 Strategy
China's central bank has pledged to make timely adjustments to its monetary policy tools and facilitate the issuance of "Panda bonds," according to a statement released following a working meeting on Saturday outlining policy priorities for the second half of the year.
The People's Bank of China (PBOC) affirmed its commitment to maintaining an "appropriately flexible" monetary policy, ensuring ample liquidity levels in the markets to support ongoing economic activity.
Enhancing Financial Openness
The central bank indicated that it will work toward "gradually promoting the high-level opening up of financial markets." This will be achieved by fostering cooperation between domestic and international financial infrastructures, as well as expanding tools for liquidity management and risk hedging.
Supporting Local Governments
The statement added that the PBOC will continue to provide financial support to mitigate the debt risks associated with local government financing vehicles (LGFVs), actively encouraging their transition toward market-oriented business models.
Furthermore, the central bank emphasized its intention to support the issuance of more yuan-denominated bonds by foreign institutions—commonly known as "Panda bonds." The PBOC also pledged to assist Shanghai in enhancing its cross-border financing and offshore financial services, while consolidating Hong Kong's position as a premier global hub for offshore yuan trading.
Coordination with Fiscal Policy
The meeting, chaired by PBOC Governor Pan Gongsheng, comes on the heels of a call by the Chinese Communist Party's Politburo on Thursday. The Politburo urged the acceleration of fiscal spending on budgeted infrastructure projects throughout the remainder of the year to stimulate economic momentum.
