The Egypt Healthcare Authority (EHA) has announced the imminent opening of the first virtual hospital in the Ismailia governorate. This landmark facility will serve as a qualitative addition to Egypt's digital healthcare ecosystem, supporting telemedicine applications and digital medical consultations to expand specialized services, optimize medical expertise, and improve citizen access to advanced healthcare.

Dr. Ahmed El-Sobky, Chairman of the EHA, emphasized that the Authority is pressing forward with a comprehensive digital transformation strategy across health facilities in governorates implementing the Universal Health Insurance (UHI) system. He noted that this transformation is a central pillar for upgrading services, boosting operational efficiency, and enhancing care quality, all of which align with the Egyptian state’s vision to build a smart, sustainable, and world-class health system.

Progress in Phase One and Two UHI Governorates

Dr. El-Sobky explained that the Authority has achieved significant milestones in executing its digital transformation project across the first-phase UHI governorates: Port Said, Luxor, Ismailia, South Sinai, Suez, and Aswan. Concurrently, a trial rollout has begun in Minya—the first governorate of the UHI’s second phase—reflecting the state's continued commitment to expanding the new healthcare framework nationwide.

To guarantee seamless service delivery and accurate tracking of patient journeys, the EHA has massively expanded its digital infrastructure. Dr. El-Sobky provided a breakdown of the systems currently operational:

Health Information System (HIS): Deployed in 265 primary care centers and units, alongside 166 service facilities, which include:

38 Outpatient Clinics

36 Inpatient Departments

36 Emergency Rooms (ER)

31 Operating Rooms (OR)

25 Dialysis Units

Laboratory Information System (LIS): Successfully activated across 299 health facilities.

Radiology Information System and Picture Archiving (RIS/PACS): Implemented in 94 facilities.

By linking lab and radiology results directly to the Electronic Medical Record (EMR), these systems mark a paradigm shift in diagnostic services. They empower healthcare providers to make faster, data-driven medical decisions, minimize redundant testing, and elevate patient safety.

Minya Governorate Steps into the Digital Era

Highlighting the current expansion, the EHA Chairman noted that the Minya governorate is currently undergoing a trial operation for digital transformation systems across 14 health facilities. This includes two hospitals, 10 primary care units, and two family medicine centers, setting the stage for the official launch of the UHI system in the governorate.

This trial phase is strategically designed to test the efficiency of the digital infrastructure, train medical and administrative teams, and ensure that integrated digital health services are seamlessly provided from day one of official operations.

Digital Transformation: A Pillar of Modern Healthcare

Dr. El-Sobky stated that the Authority is advancing rapidly to complete its digital strategy in the second-phase governorates through automating services, electronically linking facilities, and implementing a unified EMR system to achieve peak operational efficiency.

"Digital transformation is no longer just an IT project; it has become a fundamental pillar for managing a modern health system," Dr. El-Sobky stated. "It provides accurate data for decision-makers, optimizes resource management, guarantees the sustainability of services, and ensures the best possible therapeutic experience for beneficiaries."

He reaffirmed that the EHA continues to invest heavily in digital infrastructure, smart systems, and human capital, adopting the latest technological solutions in alignment with Egypt Vision 2030 targets.

Dr. El-Sobky concluded by asserting that the success of the digital transformation project is intrinsic to the success of the Universal Health Insurance system itself. By continuously expanding digital services and adopting cutting-edge health tech, Egypt is cementing its position as a regional pioneer in digital health transformation, ensuring a more efficient, high-quality, and sustainable healthcare future for all citizens.
