ICT Minister Opens Upgraded Mansoura Post Office and Reviews Digital Projects in Dakahlia
Egypt’s Minister of Communications and Information Technology, Dr. Amr Talaat, inaugurated the fully modernized Mansoura Central Post Office in Dakahlia Governorate, following a comprehensive upgrade and the deployment of advanced digital systems. The development enables the office to provide a full suite of postal, financial and governmental services, including notarial services and complete Digital Egypt solutions. Dr. Talaat was accompanied by Dakahlia Governor Major General Tarek Marzouk and welcomed by Ms. Dalia El Baz, Chairperson of the National Postal Authority.

Dr. Talaat said that modernizing the Mansoura Post Office reflects the Ministry’s commitment to positioning Egypt Post as an integrated service platform offering government, financial and Digital Egypt services with high quality and efficiency. The postal development strategy, he added, is driven by an integrated framework that includes upgrading branches, expanding nationwide coverage, and building workforce capabilities to strengthen Egypt Post’s role in financial inclusion and support citizens' access to services as part of the country’s digital transformation.
Ms. Dalia El Baz stressed that the ongoing inauguration of upgraded post offices in Dakahlia is part of a comprehensive modernization plan led by the National Postal Authority to enhance service availability and improve citizen experience. She affirmed that the authority is modernizing infrastructure, upgrading operating systems and investing in employee training to ensure consistent delivery of postal, financial and governmental services across all governorates at unified standards.

Dakahlia Governorate currently has 317 postal outlets and 220 ATMs distributed throughout the region across two postal zones: North Dakahlia and South Dakahlia.
The upgraded Mansoura Central Post Office covers 150 square meters and includes 10 service counters, an ATM and a digital queue management system to organize service delivery.

Inspection Visit to Mansoura East Central Office
Dr. Talaat and Governor Marzouk, accompanied by Eng. Tamer El Mahdy, Managing Director and CEO of Telecom Egypt, visited the Mansoura East Central Office to review operational workflows and evaluate service quality inside the sales center. The facility provides comprehensive telecom services to more than 64,250 voice customers and over 45,200 data subscribers, including fixed voice, internet, mobile and social insurance services.
Visit to WE Applied Technology School in Mansoura

The delegation then inspected the WE Applied Technology School in Mansoura, which currently enrolls 364 students and is staffed by 44 teachers and administrators. The school is equipped with a fully integrated digital and communications infrastructure, positioning it as a smart ICT-focused educational institution. The initiative supports the Ministry’s strategy to develop a new generation of skilled technical talent capable of competing in local, regional and international telecom markets.
The school includes 24 classrooms, five computer and networking labs and two specialized workshops equipped with state-of-the-art tools and training systems. The school has graduated two cohorts totaling 383 students, many of whom have entered the job market or continued higher technical education.
Monitoring Digital Healthcare Services
As part of the Ministry’s follow-up on digital transformation initiatives in healthcare, Dr. Talaat and Governor Marzouk visited Mansoura Chest Hospital, one of the facilities implementing Egypt’s national telemedicine program aimed at enhancing digital healthcare services for citizens.
The telemedicine initiative enables accurate and specialized medical consultations, particularly for remote and underserved communities, by connecting local healthcare units with central and university hospitals.
Dakahlia is among the leading governorates in telemedicine implementation, with a network of 22 medical facilities participating in the program. Of these, 17 facilities receive service and five operate as service providers across multiple medical specialties. Seventeen of these facilities are affiliated with the Ministry of Health and Population, including Mansoura International Hospital, Mansoura Dermatology Hospital, Mit Ghamr Hospital, Nabroh Hospital, Mansoura Chest Hospital, El Manzala Hospital, Mansoura Ophthalmology Hospital, Gamasa Hospital, Sherbin Hospital, Belqas Hospital, Aja Hospital, El Gamaliya Hospital, Meniet El Nasr Hospital, Dekernes Hospital, Tami El Amdid Hospital, Mansoura Fever Hospital and Senbellawein Hospital.
The network is supported by five university hospitals affiliated with the Ministry of Higher Education and Scientific Research, providing advanced medical consultations and diagnostics. These include Mansoura University Hospital, Mansoura Nephrology and Urology Hospital, Mansoura Internal Medicine Hospital, Mansoura Children’s Hospital and New Mansoura Hospital (under operational preparation).
The telemedicine initiative has considerably improved healthcare delivery and accelerated diagnostic processes across 108 medical specialties. More than 100,000 cases have been diagnosed in Dakahlia during 2023 and 2024, representing over 30 percent of the national total of 290,000 cases.
The telemedicine unit at Mansoura Chest Hospital has been operational since 28 February 2023 and has received more than 4,400 cases for expert diagnostic consultations.
