128 Nations Agree on Joint Text Regulating Autonomous Weapons and ”Killer Robots” in Geneva
A total of 128 nations have reached an agreement on a joint text addressing autonomous weapons systems, marking a foundational step toward formulating international norms to govern what are commonly referred to as "killer robots," amid rising concerns over artificial intelligence enabling machines to independently select human targets and deploy lethal force.
The milestone was achieved during meetings of the High Contracting Parties to the United Nations Convention on Certain Conventional Weapons (CCW) in Geneva, concluding years of diplomatic deadlock over systems capable of executing combat operations with varying degrees of operational autonomy.
While the agreed-upon text does not constitute a legally binding international treaty nor does it enforce a blanket prohibition on autonomous arms, it establishes a unified baseline that member states can build upon in future multilateral negotiations to implement international standards or restrictions on such platforms.
The Mandate for Meaningful Human Control
The crux of the international debate centers on the degree of human intervention required when autonomous platforms engage with lethal force.
