Voya Development announces it has obtained ministerial approvals and begun implementation of the ZAT Community and COY Sheikh Zayed projects.
Voya Development, a real estate investment company, announced that it has obtained ministerial decrees for its two projects, ZAT Community in 6th of October City and COY Sheikh Zayed. Ministerial Decree No. (8) of 2026 was issued for the ZAT project, and Ministerial Decree No. (53) of 2026 for the COY project.
The company confirmed that the ministerial decrees were issued after the completion of all required legal procedures and documentation, in accordance with urban development regulations. This ensures the legal status of both projects is clear before the commencement of construction.
Voya Development explained that its teams have already begun preparing for the implementation phase of the ZAT and COY projects. Construction is expected to begin soon after the final permits are obtained, according to a clear timetable that guarantees adherence to deadlines. A total investment of EGP 9.5 billion has been allocated for the two projects, with EGP 5 billion for the ZAT project and EGP 4.5 billion for the COY project.
In this context, Essam El-Naggar, Chairman of the Board of Directors, stated that obtaining the official ministerial decrees is a fundamental step in the company's approach, which is based on a steady and well-considered process. This process begins with completing all necessary legal procedures, proceeds through planning, and culminates in actual implementation on the ground.
He indicated that the company is preparing to launch two projects in the Green Belt and one in the Green Revolution area, the details of which will be announced during the first half of 2026. He explained that the Green Belt projects will offer a variety of villa models for the first time, in addition to residential units, as well as commercial and administrative spaces and hotel apartments. This will meet the needs and aspirations of clients and increase the investment value of the projects, thus strengthening the company's presence in the Egyptian real estate market.
For his part, Shehata El-Sayed, the company's CEO, confirmed that Voya Development is currently working on completing all the technical and implementation requirements for the two projects. He pointed out that the implementation phase will be carried out according to clear standards that ensure quality execution and adherence to timelines, reflecting the company's philosophy of seriousness in execution and respect for procedures.
The company emphasized its reliance on strategic partnerships with leading specialized entities. Hafez Consultants is handling the architectural design for both projects, while Sabbour is serving as the structural consultant for the COY project. The company also announced its collaboration with Radisson Hotel Group to operate and manage the hotel apartments within the COY project, in addition to an agreement with Vodafone Egypt to implement smart communication systems (Triple Play).
It is worth noting that the “ZAT” project, located in the “Golden Square” area of 6th of October City, spans 10 acres. This mixed-use development includes residential buildings of varying sizes, an integrated commercial promenade, a clubhouse, and smart services. The “COY” project, situated in the heart of Sheikh Zayed City, also covers 10 acres and comprises 570 diverse residential units. Its distinctive feature is the inclusion of hotel apartments, making it a unique investment and residential destination in the Egyptian market.
