Egypt Unveils ”First-Come, First-Served” Land Allocation Mechanism for USD-Paying Investors
Boosting Foreign Investment & Real Estate Exports
Egypt’s Minister of Housing, Eng. Randa Al-Minshawi, has officially introduced a new "Priority Booking Allocation" initiative via NUCA’s Foreign Investment Portal. Designed to accelerate development and drive real estate exports, the scheme allows eligible local and international firms to instantly secure investment land by settling the total price upfront in US Dollars transferred from overseas.
Financial Criteria & Digital Registration
To apply, investors must register on the platform and complete an initial overseas SWIFT transfer of at least $100,000, along with a $5,500 payment ($5,000 credited to the company's e-wallet and $500 as a non-refundable processing fee).
Strict Timelines and Forfeiture Clause
According to Dr. Walid Abbas, Deputy Minister of Housing, land reservations are locked immediately upon meeting submission and wire transfer requirements, blocking competing requests for the same plot. Companies have a strict 30-day window to remit the full USD amount. Failure to meet this deadline results in initial reservation cancellation and the forfeiture of the $100,000 deposit.
Dual-Track Offering Model
Dr. Ahmed Amara and Dr. Eng. Ahmed Ismail highlighted that the new mechanism bypasses competitive price bidding for upfront USD payers. The ministry is operating two distinct tracks:
Track 1: Traditional installment plans with price bidding, featuring an optional "Priority Booking" override for full cash payment in USD.
Track 2: Prime, high-value land parcels offered exclusively under a 100% upfront USD payment model.
