Egypt’s ICT Minister: Digital Transformation Is Essential, with Job Creation a Top Priority
Rafat Hindi, Minister of Communications and Information Technology, said creating real job opportunities with suitable wages is among the ministry’s top responsibilities toward Egyptian citizens, stressing that digital transformation is no longer a luxury but a key priority directly linked to improving people’s ability to learn, work and produce.
Hindi made the remarks during the “Digital Egypt” session at Egypt Forum 2026 in the New Administrative Capital, in response to a question from session moderator and media personality Osama Kamal about the ministry’s efforts to meet citizens’ expectations and improve their quality of life.
ICT Becomes a Cross-Sector Driver
Hindi explained that the communications and information technology sector is no longer a conventional economic sector, as its impact now extends across education, healthcare, agriculture, industry and trade.
This growing role makes digital transformation an essential component of improving the services and activities that citizens rely on in their daily lives.
The minister emphasized that citizens are at the center of the digital transformation process, both as its main drivers and beneficiaries.
Digital Infrastructure Must Be Matched by Skills
Hindi noted that establishing large-scale data centers alone is not sufficient unless citizens have the digital skills required to use technology effectively and benefit from its capabilities.
He stressed that building these skills requires continuous learning and developing people’s ability to create and innovate.
According to the minister, empowering citizens with these capabilities enables them not only to benefit from digital services, but also to actively participate in shaping Egypt’s digital transformation.
Building Human Capital Remains a Priority
Hindi said the Egyptian state has placed human development among its priorities since 2014, with the Ministry of Communications and Information Technology implementing multiple programs aimed at supporting this direction.
He added that engaging with citizens, including through the discussions taking place at Egypt Forum 2026, is part of the ministry’s responsibilities and helps it better understand their needs, expectations and aspirations.
