US-based Optro, a specialist in AI-powered Governance, Risk, and Compliance (GRC) solutions, has announced the establishment of a new regional hub in Dubai during its participation in the CAE 2026 conference in Abu Dhabi. The move aims to elevate its services and provide localized support to its growing client base across the Middle East and North Africa (MENA).
Aligning with the UAE Strategy for Artificial Intelligence 2031
This expansion comes in response to the rapid shift toward agentic AI in the region, supporting the "UAE Government 4.0" directive under the UAE Strategy for Artificial Intelligence 2031. The initiative mandates federal entities to transition 50% of their sectors, services, and operations to autonomous agentic AI models within two years.
Regulatory Challenges and Data Sovereignty Protection
As non-human agents gain the ability to execute workflows and issue administrative decisions, internal audit and information security teams face emerging operational and security challenges. Optro aims to address the rising demand for real-time monitoring and data sovereignty, alongside evolving local frameworks such as the Central Bank of the UAE guidelines, the Federal Decree-Law on Personal Data Protection, and cybersecurity standards.
Strategic Partnerships with EY and Deloitte
Raul Villar Jr., Chief Executive Officer of Optro, emphasized that the expansion provides the local presence and agentic GRC tools necessary to help organizations manage autonomous operations and turn compliance into a competitive advantage. Representatives from EY and Deloitte welcomed the step, noting that it strengthens organizational resilience, provides integrated assurance, and helps modernize control environments.

The UAE launch follows the opening of Optro's regional hub in Singapore and its acquisition of Midship, a firm specializing in AI-driven control testing designed for autonomous operation.
