While US President Donald Trump views Venezuelan crude as an opportunity to replenish the United States Strategic Petroleum Reserve (SPR), Venezuela enters the second half of 2026 with a substantial gap between its world-leading hydrocarbon reserves and actual output. The sector's long-term trajectory remains contingent on institutional reconstruction, infrastructure upgrades, and securing sustained foreign investment.

Resource Base vs. Output Capacity

Massive Reserves: Venezuela holds over 303 billion barrels of proven oil reserves, accounting for approximately 19.2% of the global total. The vast majority is concentrated in the Orinoco Belt, which contains roughly 261 billion barrels of recoverable extra-heavy crude.

Gradual Production Recovery: According to a report by the Oxford Institute for Energy Studies (OIES), massive reserves have yet to translate into commensurate production volumes. After plunging to 512,000 barrels per day (bpd) in 2020, average crude output reached 937,000 bpd in 2025.

2026 Momentum: Production recovery has accelerated throughout 2026. Quarterly output rose from an average of 943,000 bpd in Q4 2025 to 1.059 million bpd in Q2 2026, touching 1.07 million bpd in June 2026.

Strategic US Reserve Refill

President Trump stated on Sunday that crude secured through a recent agreement with Venezuela will be channeled toward refilling the US Strategic Petroleum Reserve, which was drawn down heavily in recent years to counter global supply disruptions and mitigate surging fuel prices.
