Egypt’s FRA Finalizes Preparations to Launch Short Selling on the Egyptian Exchange via Central Securities Lending Platform

The Financial Regulatory Authority (FRA) is finalizing the operational and technical requirements to activate the short selling mechanism on the Egyptian Exchange (EGX). The rollout follows the recent issuance of the updated regulatory framework, with market institutions nearing the completion of technical configurations and brokerage training programs.

In this context, Dr. Islam Azzam, Chairman of the FRA, convened an extensive meeting with leadership from the EGX, Misr for Central Clearing, Depository and Registry (MCDR), technical development teams, and specialized departments to review the final operational architecture and electronic systems supporting the mechanism.

The meeting brought together key capital market leaders, including Omar Radwan, Chairman of the EGX; Dr. Khaled Serry Seyam, Chairman of MCDR; Mohamed El-Sayyad, Vice Chairman of the FRA; Mohamed Sabry, Vice Chairman of the EGX; Mahmoud Gebril, Assistant Chairman of the FRA; Eng. Hesham Mabrouk, Managing Director of MCDR; and Khaled Amer, Managing Director of Tasweyat for Clearing Services.

Discussions focused primarily on the Central Securities Lending System, an integrated electronic network designed to establish continuous, automated connectivity between MCDR, the EGX, brokerage firms, and custodian banks. The platform documents all stages of securities lending transactions, enabling prospective short sellers to review lending offers and select terms matching their investment strategies, while providing lenders visibility over active market offers to foster complete market transparency.

Key Strategic Drivers & Capital Market Takeaways

Two-Way Market Efficiency: The introduction of short selling enables price discovery and hedging during market downturns, transitioning the EGX from a predominantly long-only market to a more mature, balanced trading ecosystem.

Centralized Lending & Risk Containment: Utilizing a centralized system under MCDR oversight mitigates settlement failure risks, ensures regulatory compliance, and prevents naked short selling through verified borrow-and-lend matching.

Attracting Institutional Inflows: Advanced trading tools such as securities lending and short selling are essential criteria for global institutional funds, market makers, and index providers, enhancing the liquidity and investability profile of Egyptian equities.
