Bank of Russia Officially Launches Digital Ruble for Public Circulation on September 1 with Fee-Free Retail Access
The Bank of Russia is set to officially launch the Digital Ruble for public circulation on September 1, marking a pivotal phase in the rollout of its Central Bank Digital Currency (CBDC). The central bank affirmed that adoption will be entirely optional for citizens, operating alongside cash and traditional commercial bank deposits without incurring transaction fees for retail users.
The digital ruble represents a third form of Russia's national currency, maintaining a 1:1 parity with the traditional ruble. It is neither a separate currency nor a cryptocurrency. Unlike standard non-cash bank balances held with commercial institutions, digital ruble wallets are hosted directly on the Bank of Russia’s sovereign platform and accessed seamlessly via commercial banking applications.
The central bank emphasized that participation remains voluntary: no wallets will be automatically created, and salaries, pensions, or social welfare benefits will not be transferred into digital rubles without explicit user consent.

Commercial Merchant Rollout: Mandatory acceptance is scheduled to expand progressively across retail supermarket chains, fuel stations, pharmacies, and service providers starting this autumn.
The Bank of Russia retains full architectural oversight of the digital platform, positioning the digital ruble as a supplementary payment mechanism designed to boost national payment resilience, reduce merchant payment processing costs, and streamline state disbursements.
