Debt Markets and Strategic Growth Funding
To fuel its rapid expansion, the PIF is aggressively integrating international debt into its growth funding strategy rather than relying solely on available capital.
During 2025, the Fund raised $34.4 billion from international debt markets. Meanwhile, total funding generated since the launch of its international bond program reached $31 billion, according to the report's figures.
The PIF's ability to borrow at highly competitive rates is underpinned by its robust international credit profile. The Fund holds an Aa3 rating from Moody’s, an A+ from Fitch, and recently secured an A-1 short-term rating from Standard & Poor’s for the first time.
Expansion of Green Financing
The Fund's funding diversification extends significantly into sustainable finance. Since the launch of its green financing framework, the PIF has raised approximately SAR 41.32 billion. Of this, SAR 33.75 billion has been deployed across 146 green projects, encompassing renewable energy, energy efficiency, green buildings, clean transportation, water management, and pollution control.
In October 2025, the PIF issued SAR 7.05 billion in green bonds, a tranche that was heavily oversubscribed by six times, highlighting surging global appetite for sovereign-backed sustainable investments.
New 2026–2030 Strategy: Building Ecosystems
Looking ahead, the PIF unveiled its new strategic roadmap for the 2026–2030 cycle. The strategy marks a shift from a traditional sector-based focus toward building integrated "economic ecosystems."
The new framework is built upon four main pillars:
Building competitive ecosystems.
Unlocking the full potential of assets.
Maximizing long-term returns.
Enhancing operational excellence.
To streamline its investments, the PIF will organize its holdings into three primary portfolios: the Vision Portfolio, the Strategic Portfolio, and the Financial Portfolio.
Furthermore, the 2026–2030 strategy will concentrate capital deployment across six core economic ecosystems:
Tourism, Travel, and Entertainment
Urban Development
Advanced Industries and Innovation
Industries and Logistics Services
Clean Energy Infrastructure
NEOM
