Dubai Internet City and Luxinnovation Forge Strategic Alliance to Connect Middle East and European Tech Ecosystems

Dubai Internet City, the region’s largest hub for technology and digital talent, has announced a landmark strategic partnership with Luxinnovation, the National Innovation Agency of Luxembourg. This alliance is designed to foster cross-border innovation, unlock international investment pathways, and cultivate continuous knowledge and expertise exchange between the two leading technology corridors.

Dual-Gateway Market Expansion

As the primary driver of national innovation in Luxembourg, Luxinnovation focuses on empowering enterprises to identify promising growth opportunities and launch collaborative initiatives that strengthen a highly competitive, sustainable digital economy.

By leveraging this strategic partnership, both entities aim to establish reciprocal market gateways:

From Europe to the Middle East: Dubai Internet City—one of TECOM Group's 10 specialized business districts—will provide comprehensive guidance, operational onboarding, and corporate mentoring to innovative Luxembourgish companies looking to seamlessly launch and scale their operations within Dubai’s business-friendly ecosystem.

From Dubai to Europe: Tech startups, fast-growing enterprises, and established digital corporations based in Dubai will gain a direct channel to explore expansion across European markets via Luxembourg, leveraging the country's interconnected infrastructure and strategic position within the European Union.

Executive Perspectives

Ammar Al Malik, Executive Vice President of TECOM Group (Commercial Sector) and Managing Director of Dubai Internet City, highlighted the historical role of the district as a launchpad for tech companies looking to enter high-growth markets. He stated:

"Our partnership with Luxinnovation reflects a mutual commitment to bridging business communities and expanding international collaboration. By deepening ties between the tech ecosystems of Dubai and Luxembourg, we are creating fresh opportunities for co-innovation and sustainable economic growth, directly supporting the overarching objectives of the Dubai Economic Agenda (D33)."

David Foy, Head of International Business Development for Digital Economy at Luxinnovation, added:

"We are confident that aligning our national innovation ecosystem with Dubai Internet City will enrich knowledge transfer, foster powerful networking networks, and ignite joint innovation projects that directly yield commercial benefits for enterprises in both Luxembourg and Dubai."

A Proven Anchor for the Regional Digital Economy

The partnership further strengthens Dubai Internet City's role as a premiere tech cluster, which currently accommodates a workforce of over 31,000 tech professionals, more than 20 specialized R&D innovation centers, and a diverse mix of startups alongside Fortune 500 giants like Google, Huawei, IBM, Microsoft, Meta, Oracle, Salesforce, Samsung, and SAP.

Economic Impact: Established in 1999, Dubai Internet City's long-term economic contribution was quantified in an impact assessment study conducted in partnership with Accenture. The study revealed that Dubai Internet City alone generated a massive AED 100 billion ($27.2 billion) for Dubai’s Gross Domestic Product (GDP) over the 15 years leading up to 2025.
