ICT Minister Talks Cooperation in Digital Transformation with Dakahlia Governor, Visits qTech, Reviews Fiber Network Replacement in Mansoura

During his visit to Dakahlia Governorate to open and inspect ICT and postal projects, Minister of Communications and Information Technology Amr Talaat has met with Dakahlia Governor Tarek Marzouk.

The meeting discussed the implementation status of ongoing ICT projects in the governorate, alongside efforts to advance digital infrastructure, upgrade post offices, and build the digital capabilities of citizens in the governorate. It also explored areas of cooperation in implementing projects aimed at fostering digital community development, driving digital transformation, and leveraging ICTs to facilitate the provision of services to citizens in the governorate.

Following the meeting, the ICT Minister and the Governor of Dakahlia, accompanied by the Managing Director and CEO of Telecom Egypt Tamer El Mahdi, inspected various sites executing the project to replace the copper network with fiber optics in Mansoura city. The visit aimed to review the implementation status and actual completion rates to ensure that work aligns with the approved technical standards and project timeline. The project is designed to meet the growing needs of citizens as well as service and commercial sectors, enabling them to adopt modern digital applications in areas such as distance learning, e-government services, and high-quality broadcasting, in line with the state’s digital transformation vision.

In its first phase, the project targets converting 118,671 customers to the fiber-optic network and accommodating 111,773 new customers for future expansion. In the second phase, approximately 48,881 customers will be shifted to fiber optics, with the capacity to accommodate an additional 49,516 customers for future expansion. This step comes as part of a comprehensive plan to upgrade telecom networks nationwide, achieving an integrated digital society and contributing to improving citizens’ quality of life and enhancing the competitiveness of the Egyptian economy.

In a related context, Talaat and Marzouk visited the premises of Al Qemam (qTech) in Mansoura. The visit was attended by CEO of the Information Technology Industry Development Agency (ITIDA) Ahmed Elzaher, Chairperson of the Information Technology Institute (ITI) Heba Saleh, and several officials from the Ministry of Communications and Information Technology (MCIT) and ITIDA.

Al Qemam (qTech) is a leading Saudi joint-stock company with over 16 years of experience delivering digital transformation solutions and services across Saudi Arabia, serving more than 200 government entities, and is listed on the Saudi Parallel Market (Nomu). Its presence in Egypt forms an essential part of its growth strategy, with two offices operating in Cairo and Mansoura and employing around 200 Egyptian specialists, including engineers and young professionals in software development, Artificial Intelligence (AI), data engineering, quality assurance, business analysis, and digital product management. The company leverages Egypt’s highly qualified talent pool to implement the majority of its technological projects and develop digital solutions for its clients abroad.

During the visit, Talaat received a detailed presentation on the company’s operations and expansion in Egypt, the digital projects implemented by its workforce locally, and the nature of the solutions and services offered to its clients in the region. The presentation also highlighted the company’s role as a regional tech partner, developing advanced digital solutions, carrying out offshoring operations, and exporting digital services from Egypt to various markets, particularly the Saudi market.

Furthermore, the ICT Minister commended the company’s efforts to strengthen its presence in Mansoura, expand its operations, and export digital services from Egypt. He underlined the Ministry’s commitment to supporting tech companies operating across different governorates, enabling them to create more job opportunities, deliver high-quality digital solutions, and reinforce Egypt’s competitiveness as a hub for exporting IT, software, and related services.

For his part, Elzaher underscored that the expansion of leading regional companies such as Al Qemam (qTech) across various governorates reflects growing confidence in Egyptian technological capabilities. He noted that this expansion contributes to achieving ITIDA’s strategy to increase offshoring exports, broaden the network of global delivery centers, promote digital service exports beyond Cairo, and attract new investments across diverse ICT sectors.
