Egypt and IsDB Chart Roadmap for $26B Partnership and 2027–2031 Strategic Framework

In a high-level bilateral meeting, Dr. Ahmed Rostom, Minister of Planning and Economic Development and Egypt’s Governor at the Islamic Development Bank (IsDB) Group, received an IsDB delegation headed by Mr. Noureddine Mabrouk, Director of the Regional Hub in Cairo. Discussions centered on establishing the upcoming 2027–2031 Country Partnership Strategy, expanding innovative development finance, and accelerating private sector involvement in national priority projects.

Strengthening a $26 Billion Strategic Alliance

Minister Rostom underlined the IsDB Group’s vital role in bolstering Egypt's economy—from trade finance for essential goods to private sector development. With total historic cooperation surpassing $26 billion, Dr. Rostom expressed Egypt’s keenness to further scale up joint operations to match current economic objectives.

Empowering Core Sectors via the National Transformation Program

The Ministry revealed that final preparations are underway to roll out the "National Program for Economic Transformation." Designed to safeguard macroeconomic stability, the program targets key real economy sectors: Manufacturing, ICT, Energy, Tourism, and Agriculture. The framework aims to increase GDP contributions, drive local employment, elevate export capacity, and attract sustainable capital inflows.

Mobilizing Private Capital through Infrastructure Guarantees

To diversify financing channels, Dr. Rostom extended an official invitation for the IsDB to join the "Infrastructure Project Financing Guarantee Mechanism," developed in coordination with the World Bank Group. The mechanism aims to mitigate investment risks and unlock long-term, local-currency financing to encourage substantial private sector participation in infrastructure.

Directing Development Impact to Citizens' Quality of Life

IsDB Regional Director Noureddine Mabrouk reaffirmed the Bank's commitment to supporting Egypt's vision under the 2027–2031 strategy. He stressed that future funding operations will focus on high-impact social and utility sectors—specifically healthcare, education, water security, and energy—alongside continued support for strategic petroleum and food import financing.
