Egypt Plans Major Restructuring of Economic Authorities to Improve Efficiency
The Egyptian government is reviewing a broad restructuring plan for a number of economic authorities, including proposals to merge some entities, convert others into public service bodies and abolish others as part of efforts to improve efficiency, governance and the quality of services provided to citizens.
Government Reviews Structure of Economic Authorities
Hussein Issa, Deputy Prime Minister for Economic Affairs, said the government is continuing its efforts to reform and restructure economic authorities based on a comprehensive assessment of their financial, administrative, legislative and marketing conditions.
The review includes recommendations to reorganize several entities, merge selected economic authorities, transform others into public service bodies and eliminate entities where necessary under an integrated institutional framework.
The overall objective is to improve operational efficiency, strengthen institutional effectiveness and raise the quality of services delivered to citizens.
Public-Sector Companies Undergoing Further Restructuring
Issa also highlighted an ongoing program to reform and restructure public-sector companies and economic authorities, with a focus on efficiency, governance and the adoption of modern corporate management practices.
The government is also continuing to reorganize the ownership and administrative affiliation of companies that previously fell under the Ministry of Public Business Sector following the ministry’s abolition.
The restructuring is intended to improve the companies’ operational and financial performance, strengthen governance and increase their competitiveness, while maximizing the economic returns generated by public assets.
Government Seeks Higher Productivity and Greater Private-Sector Participation
Issa made the remarks during a meeting with Pablo Saavedra, World Bank Group Vice President for Prosperity, and his accompanying delegation at the government headquarters in the New Administrative Capital.
The meeting focused on strengthening cooperation between Egypt and the World Bank Group and exploring opportunities to expand their partnership in the coming period.
Issa said Egypt’s economy continues to record positive performance indicators despite regional tensions and broader geopolitical and global economic challenges, highlighting the economy’s ability to adapt to changing conditions.
He added that the government is working to build a more competitive and productive economy by increasing investment and production, deepening local manufacturing and supporting sustainable economic growth.
Improving citizens’ living standards and the quality of public services remains the central objective of the government’s economic reform efforts.
The government is also implementing measures to encourage investment, support startups and entrepreneurship, and give the private sector a larger and more effective role across economic and development activities.
New State Ownership Policy and Government Offerings
Among the government’s key economic priorities is the preparation of the National Economic Transformation Program for 2027-2030, which is scheduled for launch by the end of this year.
The government is also preparing the second edition of the State Ownership Policy document covering 2026-2030, while continuing to implement its government offerings program.
Performance-Based Budgeting to Begin on a Pilot Basis
Egypt is preparing to begin the pilot implementation of program and performance-based budgeting from the 2027/2028 fiscal year.
According to Issa, the move is part of efforts to modernize public financial management and improve the efficiency of public-resource allocation.
The new budgeting approach will link government funding to actual performance and measurable results, helping improve public spending efficiency as well as monitoring and evaluation mechanisms.
The government expects the system to contribute directly to improving public services and strengthening its ability to measure the developmental impact of public spending.
World Bank Highlights Egypt’s Economic Resilience
The World Bank delegation praised the strong relationship between Egypt and the World Bank Group and highlighted the positive indicators recorded by the Egyptian economy.
The delegation also recognized the economy’s resilience in dealing with ongoing regional and international challenges and expressed interest in expanding cooperation with Egypt.
The partnership is expected to support economic and structural reforms, strengthen Egypt’s competitiveness and further empower the private sector.
