Registering an apartment with Egypt’s Real Estate Registration and Notarization Authority is an important step in formally establishing property ownership. Amendments introduced under Law No. 9 of 2022 to Law No. 114 of 1946 streamlined several registration procedures, including removing the general requirement to provide a registered chain of ownership in every case. Published official statements set basic registration fees at between EGP 500 and EGP 3,900, although additional expenses may apply depending on the property and the documents required.

1. Eligibility and Legal Requirements

The applicable registration procedure depends on the legal documents available to the applicant. These may include a final sale contract, a previously registered title document, a preliminary sale contract, or evidence of possession that meets the relevant legal conditions.

The 2022 amendments also provide routes for certain possession-based claims. These include qualifying long-term possession for 15 years and specific cases involving possession supported by an informal contract for five years. However, the passage of time alone does not automatically guarantee registration; eligibility depends on the circumstances, supporting evidence and applicable legal requirements.

2. Documents Required to Register an Apartment

Applicants should generally prepare the following documents:

  • The appropriate real estate registration application form.
  • Copies of national ID cards for the applicant and the parties involved, along with the required identification details.
  • The legal basis for the registration request, such as a sale contract or qualifying evidence of possession.
  • A cadastral or surveying statement issued by an authorized entity or an accredited surveying office.
  • A building permit for properties constructed after June 1, 1992, or documentation establishing that the building predates that date.

Additional documents may be necessary depending on the circumstances, including powers of attorney, court judgments or records relating to previous ownership. Applicants should confirm the precise requirements with the competent registration office before submitting their applications.

3. How to Register an Apartment Online or In Person

Applicants can initiate the process through available digital government services or submit their applications directly to the registration office responsible for the property's location.

For online applications, applicants enter the required information, upload supporting documents and receive an application reference number. A text message typically communicates whether the application has been entered into the priority register, generally within 24 hours when the initial requirements are met.

Applicants must subsequently complete any required in-person procedures, including presenting original documents and signing or authenticating the relevant instrument. The registered document is issued after the necessary reviews and legal procedures have been completed.

4. Registration Fees and Processing Time

Published statements issued when the amendments were introduced set basic registration fees at EGP 500 to EGP 3,900, depending on the applicable fee category. This range should not be interpreted as a guaranteed all-inclusive cost. Surveying services, document issuance and other administrative expenses may increase the total amount payable.

Official statements accompanying the implementation of the amendments cited a maximum processing period of 30 days, extending to 37 days in cases involving an appeal. Actual processing may depend on whether the application is complete, whether an earlier application exists for the same property, and whether objections require examination.

Before making additional payments, applicants should request an itemized explanation from the competent office distinguishing statutory registration fees from surveying and document-related expenses. They should also verify the apartment's legal status and eligibility for registration rather than relying solely on a preliminary sale contract.
