Huawei Cloud and Fixed Solutions Bring Egypt’s Technology and Compliance Leaders Together to Discuss the Implementation of the Personal Data Protection Law*

As Egyptian organizations work to address evolving data protection requirements and strengthen their compliance practices, Huawei Cloud, Huawei’s cloud services business, in collaboration with Fixed Solutions, the technology arm of Fixed Investment Group, hosted the “Huawei Cloud & Fixed Solutions Personal Data Protection Forum 2026”. The forum brought together leading figures in technology, information security, compliance and legal affairs to discuss how organizations can prepare for the implementation of Egypt’s Personal Data Protection Law No. 151 of 2020 and explore the practical and technical measures needed to translate its regulatory requirements into clear, actionable procedures.

The forum brought together decision-makers, including chief information officers (CIOs), chief information security officers (CISOs), data protection officers (DPOs), legal advisers and compliance managers from major organizations across the financial services, insurance and healthcare sectors, as well as large enterprises and Chinese companies operating in the Egyptian market. The event opened with remarks by Ethan Tan, CEO of Huawei Cloud Egypt, and Mahmoud Tawfik, CEO of Fixed Investment Group and Fixed Solutions, who highlighted the importance of combining technical and advisory expertise to help organizations prepare for data protection requirements through solutions that bring together reliable technology infrastructure and practical governance and compliance frameworks.

The forum comes inline with the Executive Regulations of Personal Data Protection Law No. 151 of 2020 under Minister of Communications and Information Technology Decree No. 816 of 2025. The regulations provide greater detail on the requirements and procedures for implementing the law, underscoring the importance of organizational readiness for compliance under the supervision of the Personal Data Protection Center. Key requirements include identifying and classifying personal data, establishing lawful grounds for processing it and obtaining the necessary consent where applicable, appointing a data protection officer where required, conducting Data Protection Impact Assessments (DPIAs) when necessary, establishing mechanisms for responding to data subjects’ requests, and preparing for audits while mitigating legal and regulatory risks

In this context, Ethan Tan, CEO of Huawei Cloud Egypt, said: “Protecting personal data and managing it in line with regulatory requirements have become fundamental to sustainable digital transformation, particularly as organizations increasingly rely on cloud services to operate their businesses and develop their offerings. Through the Huawei Cloud Cairo Region, we provide local infrastructure that supports organizations’ data storage and processing needs and helps them manage their data in line with their regulatory and operational requirements. Our collaboration with Fixed Solutions is an important step toward connecting these technical capabilities with specialized expertise in governance and compliance, helping organizations adopt more effective data protection practices while continuing to innovate and grow their businesses.”

Mahmoud Tawfik, CEO of Fixed Investment Group and Fixed Solutions, added: “Compliance with data protection requirements is no longer simply a legal obligation; it is fundamentally linked to cybersecurity and serves as an essential element in building trust with customers and partners, strengthening risk management and ensuring business continuity. Through Fixed Solutions, we help organizations translate regulatory requirements into clear policies and operational procedures, from identifying data and defining responsibilities for its processing to establishing effective governance mechanisms and responding to data subjects’ requests. Our partnership with Huawei Cloud enables us to combine advisory and implementation expertise with cloud infrastructure, providing organizations with a more integrated approach to preparing for compliance and putting its requirements into practice.”

The forum highlighted the complementary roles of Huawei Cloud and Fixed Solutions. Huawei Cloud provides cloud infrastructure and services that support organizations in hosting, managing and securing their data, while Fixed Solutions brings the advisory and operational expertise needed to develop governance frameworks and translate regulatory obligations into practical, measurable procedures. Together, the two companies offer an integrated combination of technology solutions and implementation expertise to help organizations strengthen data protection, manage risk and improve their readiness for compliance.
