Alexandria Governorate hosted the launch of the "Capacity Building for Enhancing Development – Know & Benefit" conference, held under the auspices of Prime Minister Dr. Moustafa Madbouly. During his meeting with Dr. Islam Azzam, Chairman of the Financial Regulatory Authority (FRA), Alexandria Governor Eng. Ayman Attia highlighted that the governorate possesses diverse investment and commercial capabilities, making it a promising environment for expanding innovative financial services and supporting SMEs.

AI Technologies and Real-Time Data Integration

Dr. Islam Azzam revealed a comprehensive package of regulatory and technological measures leveraging Artificial Intelligence for data analysis and indicator extraction, alongside developing early risk detection mechanisms and establishing a centralized anti-fraud system. These steps coincide with completing real-time electronic integration with regulated entities, allowing partial data sharing with the market to help institutions make informed decisions and tailor insurance and financing products to actual client needs.

Launching "Short Selling" and Capital Market Mechanisms

The FRA Chairman announced that Short Selling will officially launch within weeks, following the completion of live trials for the central lending system and technical integration between Misr for Central Clearing, Depository and Registry (MCDR) and brokerage firms. The meeting also highlighted the market maker mechanism and efforts to activate it to boost liquidity, leveraging recent tax exemptions and incentives for institutional investment alongside upcoming government IPO plans.

Strict Responsible Finance Rules and Consumer Protection

The session reviewed new responsible financing regulations, including behavioral analysis assessments and mandating the use of One-Time Passwords (OTP) by financing entities to ensure explicit client consent. Decisions also featured prohibiting consumer finance for purchases of gold and precious metals, regulating insurance coverage for microfinance clients, safeguarding client data, and providing effective grievance mechanisms.

Implementing "Basel III" and Expanding Real Estate Investment Platforms

The Chairman outlined ongoing preparations to apply "Basel III" standards to the non-banking financial sector starting January 2027 to cover market and operational risks, noting that several companies have already begun trial implementations. Furthermore, he emphasized raising awareness about safe investment channels, such as diversified investment funds and digital platforms for real estate funds, to strengthen market stability and attractiveness.
